Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

The Alaska Department of Transportation and Public Facilities (ADOT&PF), states that the purpose of the project is to allow for multiple shuttle ferries.  The airport ferry system operated by the Ketchikan Gateway Borough is the only public access link to Gravina Island and Ketchikan International Airport.  The existing ferry berth and terminals on Revilla and Gravina Islands are nearing the end of their useful life and are periodically out-of-service for repairs and maintenance.  As the airport ferry terminal is a vital element to maintaining access to the airport, a new facility constructed to current standards would improve reliability of that transportation system. Work being proposed includes the discharge of fill material into Tongass Narrows and install structures during the construction of a new ferry berth on Revilla Island. Such activities include the excavation of 3,000-cubic yards of material from a 0.29-acre area, discharge of 400-cubic yards of fill material into 0.11-acre of open water to construct a steel float with pile supported restraint structures; a bulkhead retaining wall constructed with sheet piles; a pile supported approach trestle at the shore side of the ferry terminal; a steel transfer bridge with vehicular traffic lane and separated pedestrian walkway; a steel bridge support float and steel apron; installation of pile-supported dolphin structures with fixed hanging fenders; pile-supported dolphin structures with floating fenders for all-tide mooring; and removal and replacement of a sewer outfall.  The project site is located within Section 14 & 23, T. 75 S., R. 90 E., Copper River Meridian; USGS Quad Map Ketchikan B-6; Latitude 55.35925º N., Longitude-131.70280º W.; in Ketchikan, Alaska.Please contact Ms. Arianne Logwood at (907) 753-5556, toll free from within Alaska at (800) 478-2712, by fax at: (907) 753-5567, or by email at Arianne.n.logwood@usace.army.mil if further information is desired concerning this notice.
