Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

POA-1982-503-M9, Gastineau Channel

Channel Construction Inc.'s stated purpose is to construct a barge facility parallel to the shore. Channel Construction Inc.'s requests authorization for the following work in and over Gastineau Channel, which is a navigable water of the United States: 1.Discharge 8,600 cubic yards of clean rock and riprap fill material into 0.4 acres below the high tide line (approximate elevation +20.8 feet above the 0.0 foot contour) (HTL) to construct a barge landing. 2.Install below the mean high water mark (approximate elevation +15.4 feet above the 0.0 foot contour) (MHW) one 120 feet long by 25 feet wide steel barge transfer bridge with one 48 feet long by 15 feet diameter air lift pontoon for loading and off-loading barges.3.Dredge 2,000 cubic yards of marine sediment from 0.1 acres below the MHW in order to provide for the vertical movement of the proposed barge transfer bridge at all tidal stages.4.Install below the MHW two dolphins comprised of three 18-inch diameter galvanized steel piles to construct a barge transfer bridge restraint. 5.Install below the MHW four mooring dolphins each comprised of four 18-inch diameter batter piles and two 18-inch vertical piles. The dolphins would be located perpendicular to the end of the proposed barge transfer bridge to moor barges at the facility. 6.Remove from below the MHW two exiting mooring dolphins each comprised of two 16-inch diameter batter piles and one 24-inch diameter vertical piles. 7. Remove from below the MHW three existing 12-inch diameter piles. 8. Work would include relocating the existing approach ramp seaward of the HTL and MHW to integrate the structure into the proposed facility. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated July 27, 2016.
