Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

Lower Kuskokwim School District's stated purpose is to renovate, upgrade and make additions to the existing school’s facilities to accommodate current and projected student numbers and meet the Alaska Department of Education and Early Development’s space requirements. Lower Kuskokwim School District applicant request authorization to discharge 6,600 cubic yards of gravel fill material into waters of the United States, including wetlands, resulting in a permanent loss of 1.8 acres of palustrine emergent wetlands adjacent to Toksook River. Lower Kuskokwim School District proposes to renovate and make additions to the existing school, relocate useable structures and demolish and replace dated structures. New infrastructure includes construction of a 38-foot by 90-foot pile-supported utility building, water tank and pad, and a new 15-foot by 20-foot generator pad with fuel tank pad and dispenser system connection to the utility building. A new 200 linear elevated utility duct would transfer treated wastewater from the utility building and terminate at a new sewer outfall located within an unnamed pond. Approximately 400 linear feet of buried utility duct for water and wastewater lines will be constructed north of the property, originating from the LKSD Annex, beneath Kaugia Street, and tie into the existing utility infrastructure. Additional work includes abandonment of the existing sewage lagoon, at the southeast corner of the property and installation of fencing around the proposed generator tank, water tank pads and proposed effluent receiving pond. Gravel would be discharged into jurisdictional wetlands for the purpose of providing work spaces for the contractor, storage yard areas and increase equipment accessibility to various locations within the project site, as well as, the construction of improved site drainage (i.e., ditches, swales).
