Hilcorp Alaska, LLC stated the purpose is to construct a self-contained offshore drilling and production facility located in the Beaufort Sea Outer Continental Shelf (OCS).

The project site is located within two federal leases (OCS-Y1650 and OCS-Y1585), in Foggy Island Bay within the Beaufort Sea, northeast of the Prudhoe Bay Unit, and east of the Duck Island Unit. The Liberty Development Production Island (LDPI) would be located approximately five miles north of the Kadleroshilik River in approximately 19 feet of water at Latitude 70.2746º N., Longitude 147.5863º W.

The original Public Notice comment period closed on September 20, 2017.

The Public Notice comment period has been extended to November 18, 2017.
