Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-1989-324-M8

    Expiration date: 3/3/2017

    The applicant has revised their project to include the discharge of an additional 4,400 cubic yards of shot rock and 900 cubic yards of armor rock into 0.3 acre below the HTL and MHWM of Dutch Harbor (see Sheet 2 of 4). This change would result in an overall discharge of 41,900 cubic yards of shot rock and 9,300 cubic yards armor rock into 3.0 acres below the HTL and MHWM of Dutch Harbor. Additionally, the applicant proposes to utilize fill material from an adjacent upland quarry. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated May 18, 2016, and February 2017. The project site is located at the UMC Dock within Section 35, T. 72 S., R. 118 W., Seward Meridian; USGS Quad Map Unalaska C-2; Latitude 53.9031º N., Longitude 166.5277º W.; southwest of UMC existing Dock Position VII, water ward of Ballyhoo Road, in Unalaska, Alaska.     Expiration date: 3/17/2017

    Ms. Deborah Heebner (Hilcorp Alaska, LLC) stated purpose is to expand Milne Point Unit (MPU) F Pad to provide space for up to eight additional development wells. The project site is located in Milne Point Unit, within Section 6, T. 13 N., R. 10 E., Umiat Meridian; USGS Quad Map Beechey Point C-5; Latitude 70.507606º N., Longitude -149.660607º W.; North Slope Borough, Alaska. PROPOSED WORK: The placement of 43,500 cubic yards (cy) of gravel fill material into 3.2 acres of jurisdictional Palustrine emergent wetlands for the expansion of F Pad and construction of up to 8 additional wells. Space is also needed to install associated infrastructure to facilitate production activities from the new development wells at MPU F Pad.     Expiration date: 3/15/2017

    PURPOSE: The United States Air Force's stated purpose is to provide shelter for aircraft maintenance. PROPOSED WORK: Discharge 4,633 cubic yards (cys) of fill material into 1 acre of wetlands to construct a Hanger Propulsion Dispatch building and parking area. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated February 7, 2017.

    Mr. Tyler Polum (Alaska Department of Fish and Game) The applicant’s stated purpose is to restore flows to the Pasagshak River drainage for fish passage and flood reduction of local homes. The project site is located within Section 26, T. 31 S., R. 20 W., Seward Meridian; USGS Quad Map AK-Kodiak B-1 & B-2; Latitude 57.4577º N., Longitude 152.4501º W.; Pasagshak Bay within the Pasagshak River State Recreation Area, near Kodiak, Alaska. The project is located within the Pasagshak River State Recreation Area. PROPOSED WORK: The applicant proposes to dredge up to 133 cubic yards of gravel material from a gravel bar located at the confluence of the Pasagshak River and Pasagshak Bay. The gravel would be dredged from an area up to 100 foot long by 6 foot wide by 6 foot deep below the high tide line (HTL, approximate elevation +10.7 feet above the 0.0 foot contour) and the mean high water mark (MHW, approximate elevation of +7.7 feet elevation above the 0.0 foot contour).     Mr. David Allen (Allen Marine Inc.) stated purpose is to replace the existing dilapidated vessel haul out system with an improved system to accommodate increasingly larger vessels as well as an existing floating dry dock and to expand the existing work yard. The project site is located at ,Section 6, T. 56 S., R. 64 E., Copper River Meridian; USGS Quad Map Sitka A-4; Latitude 57.0470º N., Longitude 135.2980º W.; approximately one mile from the City center off Sawmill Creek Road, in the City and Borough of Sitka, Alaska. PROPOSED WORK: The applicant requests authorization for the following work over and below, the high tide line (HTL, approximate elevation +12.7 feet above the 0.0 foot contour) and mean high water mark (MHW, approximate elevation +9.1 feet above the 0.0 foot contour) in Jamestown Bay, a navigable water of the United States (U.S.). All work would be performed in accordance with the enclosed plan (sheets 1-7), dated November 28, 2016.
