Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Expiration date: 5/30/2023

    Timothy Folkers states the purpose is to provide rental cabins as a source of income. The applicant proposes to place 3 acres of fill material into wetlands for 18 cabin pads, 30 foot by 50 foot, and driveways that would measure 10 to 16 feet wide. All work would be performed in accordance with the enclosed plans (sheets 1-2), dated April 25, 2023. Discharge 26,155 cubic yards of gravel into 4.2 acres of wetlands to construct a solid waste landfill.     On April 17, 2023, the Alaska District U.S. Army Corps of Engineers published a public notice for Department of the Army (DA) permit number POA-1988-00269, Cannery Creek for a DA permit application from HECLA Greens Creek Mining Company, for the discharge of 32,100 cubic yards of sand, gravel, rock, and unconsolidated fill material into 5 acres of waters of the United States, including wetlands, for the extension of the existing Tailings Disposal Facility, relocation of the existing B-Road, relocation of the existing power line and substation, raising the embankment around and between Ponds 7 and 10, relocation of the existing freshwater collection system at Cannery Creek, and construction of a clear span bridge over Cannery Creek. The project site is located within Sections 22, 23, and 26, T. 43 S., R. 65 E., Copper River Meridian; USGS Quad Map Juneau A-3; Latitude 58.116917º N, Longitude 134.746735º W; Admiralty Island; HECLA Greens Creek Mine, near Juneau, Alaska. The April 17, 2023, public notice in the Additional Information section indicated inadvertently that the described proposed work represents Alternative B in the Draft Supplemental Environmental Impact Statement (DSEIS) and included Wetland Impact figures for the DSEIS Alternatives B and C. This information is incorrect and should instead read: The above-described proposed work represents Alternative D in the DSEIS. Additionally, all wetland impact figures for any alternative other than Alternative D in the DSEIS should be disregarded. All other information contained in the previous notice remains the same. Please bring this announcement to the attention of anyone you know who is or may be interested. Enclosed is a copy of the updated public notice with the corrected information and plans.     HECLA Greens Creek Mining Company, Brian Erickson, P.O. Box 32199, Juneau, Alaska 99803, states the purpose is to extend the existing Tailings Disposal Facility (TDF) to provide increased permanent disposal capacity by maximizing use of areas within the existing U.S. Forest Service approved HECLA Greens Creek Mining Company (HGCMC) lease boundary for disposal of tailings and waste rock produced by existing operations.   • POA-2023-00127_Unnamed_Stream_PN

    Expiration date: 5/15/2023

    Mr. Christian Buschmann, P.O. Box 898, Petersburg, Alaska 99833, states the purpose is to construct roadway access and utilities for a residential and fishing storage development, as well as construct pads for vacation rental cabins, a private residence, and a fishing gear storage warehouse and shed. Discharge up to 25,800 cubic yards of shot rock fill material into a total of 3.14 acres of wetlands in order to construct a road and two building pads. The road would be 1,250 feet long with a top width of 17 feet and a bottom width varying from 30 to 40 feet wide. Within the road, a 6-inch diameter HDPE waterline would be placed. Power poles would be placed along the road for above ground power utilities. Up to a total of 2.7 cubic yards of crushed rock would be placed with nine poles for stabilization. An approximately 194 foot long by 87 foot wide fill pad would be constructed on the south side of the road for the construction of four vacation rental cabins. At the end of the road, an approximately 400 foot long by 100 foot wide fill pad would be constructed for the applicant’s residence, warehouse, and shed. At the north end of this pad, the northwest corner would be extended for the house (see project drawings for dimensions). To construct the proposed road and fill pads which will house the water line, four to eight feet of muskeg overlaying hard pan clay would be removed and replaced with shot rock. For those filled areas which do not house the water line, soil stabilizing fabric would be placed over the muskeg and up to three feet of shot rock would be placed on top of the fabric. The road would cross four streams and culverts would be installed for each crossing. Each culvert would be approximately 46 foot long and width would vary depending on the width of the stream. The inlets and outlets of the culverts would have riprap stream channel liners installed within the footprint of the road dimensions. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated March 2023. The project site is located at Latitude 56.7888º N., Longitude 132.9574º W.; 1141 feet east of 300 Airport Bypass Road, in Petersburg, Alaska.
