Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

Matanuska Susitna Borough (MSB), 350 East Dahlia Avenue, Palmer, AK 99645, states the purpose is to reconstruct the roadway to collector road standards from the Parks Highway to South Caswell Loop Road. Permanently discharge up to 3,609 cubic yards of fill material into 1.1 acres of waters of the U.S., including wetlands, and temporarily discharge up to 441 cubic yards of fill material into 0.1-acre of waters of the U.S., including wetlands in order to make improvements to Hidden Hills Road. A total of 3,313 cubic yards of Type B or better fill material would be discharged into wetlands to improve the road subgrade and widen lanes, replace, repair, or install roadside hardware, adjust or relocate utilities, and make drainage improvements. Up to 296 cubic yards of stream substrate fill would be permanently placed below the ordinary high water mark (OHW) of an unnamed tributary to Caswell Creek in order to replace the existing culverts with an eight foot box culvert and armor the downstream channel. Up to 441 cubic yards of gravel fill would be temporarily discharged below the OHW in order to install a temporary culvert to maintain stream connectivity during construction. All work would be performed in accordance with the enclosed plan (sheets 1-14) dated March 9, 2023. The project site is located at Latitude 61.989321º N., Longitude 149.978962º W.; Hidden Hills Road near mile point 88 of the Parks Highway, between Willow and Talkeetna, Alaska.
