Mr. Blaine Bardarson proposes to permanently discharge 20,000 cubic yards of pit run fill into 2.4 acres of waters of the U.S., including wetlands in order to construct a fill pad, a 30,000 square foot retail structure, parking, a truck terminal, an overflow boat storage area, areas for temporary storage of railroad and dock freight, and Bardarson Lane. Mr. Bardarson stated purpose is “to construct a commercial structure, parking area, and Bardarson Lane, pending permit receipt. The commercial structure will help relieve the shortage of retail and office space in the Seward area.
