Cap Shafer (Dibble Creek Rock, LTD) stated the purpose is to construct a facility for "handling, sorting, re-purposing, and disposal of fill material resulting from small and larger civil projects".

The project site is located within Section 32, T. 5 S., R. 14 W., Seward Meridian; USGS Quad Map Seldovia C-5; Latitude 59.6941º N., Longitude 151.6894º W.; adjacent to the Sterling Highway approximately 0.344 miles north of Mile Post 166, near Homer, Alaska.

The applicant requests authorization to discharge approximately 12,000 cubic yards of peat, 75,000 cubic yards of overburden soil material and 12,000 cubic yards of wood fill material in up to 1.97 acres of waters of the United States consisting of palustrine wetlands in order to construct a waste material sort and stockpile area.

The proposed work would be performed during winter months, and the applicant estimates that the site would be in use for two years.

All work would be performed in accordance with the enclosed plan (sheets 1-5), dated December 5, 2017.
