Mr. Ralph Beardsworth stated purpose is to construct a single-family residence and driveway. Mr. Ralph Beardsworth is proposing to discharge 414 cubic yards of fill material into waters of the United States in order to construct a fill pad for a house. A total of 0.10 acre of rocky, intertidal wetlands, between the high tide line (HTL) of 19.4 feet and mean high water (MHW) (14.4 feet) would be filled. Neither the HTL nor the MHW were located by survey methods. Public utilities would be utilized for water and sewer. The work is described on the enclosed drawings (Figures 1-4).
