Matanuska-Susitna Borough (MSB) stated purpose is to provide a multiuse space for the community of Willow to use for activities identified as recreation/sports, farmer type markets, and overflow parking in the winter for the Willow Community Center, the Iditarod and the winter Carnival. In addition, excess water from the subject location frequently becomes a problem in the parking area for the Willow Community Center which directly abuts the wetland area identified as the proposed project location. The construction of the project would allow for the expedited movement of excess water away from the parking area toward Willow Lake. Matanuska-Susitna Borough (MSB) proposes to place approximately 500 cubic yards (cy) of bone rock, 8,500 cy of clean gravel/rock/sand, and 400 cy of topsoil into 1.25 acre of palustrine wetlands during the construction of the multiuse fill pad. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated August 24, 2013.
