Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2013-389, Sagavanirktok River

    Expiration date: 8/1/2013

    Carlile Transportation Systems, Inc.'s stated purpose is to develop a pad in support of their business operations. The pad would be utilized for storage of containers and equipment until a multi-bay warehouse can be constructed. Proposed work: Place up to 18, 368 cubic yards of gravel into 6.47 acres of jurisdictional wetlands for the development of a work pad to house a multi-bay warehouse.   • POA-2013-68_Nechelik Channel

    THE COMMENT PERIOD FOR THIS PUBLIC NOTICE HAS BEEN EXTENDED UNTIL JULY 22, 2013. Kuukpik Corporation's stated purpose is to provide increased subsistence user access to subsistence resources; provide mitigation for potential impacts from both the CD-5 development and future satellite oil developments; and allow villagers the opportunity for increased employment and business opportunities at ConocoPhillips Alaska, Inc.’s nearby Alpine Development. The purpose of the storage pad is to meet existing needs of Nanuq, Inc.   • POA-2009-47-M2, Sagavanirktok River

    The Alaska Department of Transportation and Public Facilities’s stated purpose is to complete the Dalton Highway MP 274-289 projects, and mine gravel for current and anticipated future needs. This is a public notice for the review of a proposed modification of the Department of the Army (DA) permit number POA-2009-47-M1, Sagavanirktok River, and for unauthorized activity in 14.5 acres of wetlands. The permit was originally issued on May 5, 2009 to ADOT&PF to discharge 856,250 cubic yards (cy) of temporary and permanent fill into 96.6 acres of wetlands for road construction and 19 acres for gravel mining then modified on December 3, 2010 to improve road conditions between MP 274-289 of the Dalton Highway by discharging 186,000 cy of temporary and permanent fill material into 78 acres of wetlands. ADOT&PF presently requests to modify the DA permit to authorize impacts to 1.15 acres of wetlands for additional road work and 85.5 acres of wetlands for gravel mining in material (MS) 65-9-104-2. For the Dalton Highway 274-289 project, ADOT&PF originally planned to obtained project gravels only from upland areas within MS 65-9-104-2; however, in August 2011 it was determined that the contractor had conducted unauthorized work in 14.5 acres of wetlands within MS 65-9-104-2. Since that time, ADOT&PF has determined that gravel is needed from the remaining area (85.5 acres) within the material site boundary, (including the unauthorized 14.5 acre area), to complete the Dalton 274-289 project and for anticipated future needs.
