Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-1981-83, Tongass Narrows

    Expiration date: 12/30/2013

    Mr. Jim Taro's stated purpose is to create additional mooring and protect the area from waves. PROPOSED WORK: Proposes to add a 12-foot by 50-foot dock onto the existing dock, and construct a 10-foot by 220-foot breakwater secured with four 10,000 pound steel Danforth anchors below the mean high water of Tongass Narrows. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated October 30, 2013.   • POA-2013-558, Beluga Lake

    Expiration date: 12/26/2013

    Mr. Peter Fefelov'S stated purpose is to construct a storage yard for storage of boats, trucks, vans, commercial equipment, fishing equipment, and construction equipment. Proposed work is to place 3,000 cubic yards (CY) of clay, 5,500 CY of pit run gravel, and 1,500 CY of 1 ½ inch minus gravel into 1.7 acres of waters of the U.S., including wetlands. In addition, a 50 foot by 80 foot building would be constructed on the proposed fill and a 20 foot by 50 foot sediment pond would be constructed at the northwest corner of the lot. All vegetative material would be cleared off the property and disposed of at a gravel pit on Kenai Peninsula Parcel number 165-250-64.   • POA-2013-541, Campbell Creek

    JL Properties, Inc's stated purpose is to develop Alaska’s first outlet mall and provide a new class of shopping within the state. The site would offer multiple retail outlets from either sole manufactures or wholesalers representing an array of merchants, in addition to cafes and restaurants. The applicant proposes to develop 24.82 acres into an outlet mall with attendant features such as parking and landscaping. The project would require the placement of 480,000 cubic yards of Type II/IIA classified fill into 19.94 acres of wetlands.   • POA-1990-346-M6, Naknek River

    Expiration date: 12/23/2013

    Trident Seafood Corporation's stated purpose is to support existing seafood processing operations by providing additional storage and staging areas. Proposed Work is to construct two separate wood-decked and steel pile-supported dock additions to their existing seafood processing facility. More specifically, a 60-foot by 174-foot dock would be supported by 55 steel pilings and constructed on state parcel ATS 836; and a 40-foot by 100-foot dock would be supported by 90 steel pilings and constructed on state parcel ATS 1137. In total, the two docks would cover an area of 18,440 square feet or 0.423-acre. An impact hammer would drive the steel pilings into the river bank during the lowest tidal stages between May and September of 2014.   • POA-1994-1014, Orca Inlet

    Expiration date: 12/16/2013

    The Native Village of Eyak’s stated purpose is to construct an Oil Spill Response (OSR) Facility at Shepard Point to enhance current OSR capabilities, near Cordova, Alaska. The facility would be able to receive oil spill equipment from any location through a transportation sequence of either air ‐to‐ground‐to‐response–vessel or cargo–vessel ‐to‐response– vessel sequence. The facility would also accommodate existing and foreseeable future oil spill response and cargo vessels with deeper drafts than the current capabilities of existing facilities in the area and provide an adequate staging area contiguous to the proposed dock.
