Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2015-529, Bering, Chukchi, and Beaufort Seas

    Expiration date: 12/19/2015

    The applicant, Quintillion Subsea Operations, LLC, / POC: Elizabeth Pierce, stated purpose is to provide high speed internet service to rural Alaskan communities of Oliktok Point, Barrow, Wainwright, Point Hope, Kotzebue and Nome. PROPOSED WORK: Quintillian Subsea Operations, Inc. is proposing to install a fiber optic cable within the seabed and at locations within the communities of Oliktok, Barrow, Wainwright, Point Hope, Kotzebue and Nome, Alaska, (see enclosed Figure M1). The purpose of the work is to link the new fiber optic line with an existing North Slope Terrestrial-based fiber optic line, to provide high speed internet to these six rural Alaskan communities. Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.   • POA-2014-120, Kotzebue Sound

    Expiration date: 12/17/2015

    The Native Village of Kotzebue's stated purpose is transportation improvements to enhance the year-round useablity, safety, and accessibility of subsistence areas along Ted Stevens Way (TSW) and Cemetery Hill Road (CHR). The proposed project would upgrade the road prism and parking lot of the 0.11 mile long CHR, and repair/improve the 4.1 miles of TSW between CHR and the intersection with Air Force Road. The proposed CHR rehabilitation to allow for year-round accessibility to the cemetery would include increasing the driving surface to a consistent 22 feet, with a 10 foot parking lane extending the length of the road; standardizing the parking area to accommodate cemetery visitor parking; and improving drainage. Improvements to TSW would include softening the side slopes from 2H:1V to 4H:1V, widening the road surface to a consistent 24 feet to allow for easier passage of two vehicles, adding six pullouts for subsistence user parking, extending 23 culverts to accommodate the widened right-of-way, reshaping the outlet of three culverts, and adding one new culvert.   • POA-2015-128, Blueberry Lake

    Expiration date: 12/16/2015

    Odex Investments V, LLC stated purpose is to construct a building that would provide warehouse space and offices for commercial sales, service, and distribution activities. Work would include construction of a beverage sales and distribution center and parking space that would impact up to 0.28-acre of wetlands. Work would also include construction of an access road that would be placed into 0.22-acre of jurisdictional waters and require up to 2,608 cubic yards of fill material, 63 cubic yards of asphalt, and 63 cubic yards of leveling course. Proposed work also includes increasing the drainage capacity of an existing drainage ditch on the property, which would be an additional 0.24-acre of wetland impacts. The work associated with this impact would be widening and grading the open ditch. Total impacts to jurisdictional waters from the proposed project would total 0.74-acre.   • POA-1986-533-M3, Bucareli Bay

    Expiration date: 12/17/2015

    Shaan Seet, Inc's stated purpose is to facilitate loading shot rock, from the adjacent quarry, onto barges for transport to construction sites. Construct a 75-feet by 100-feet (0.16 acre) barge loading ramp by discharging 200 cubic yards of rip rap and 1,500 cubic yards of shot rock below the high tide line. Additional work includes placing a 20-feet by 30-feet floating dock, anchored by two 1-ton anchors, and accessed by a 12-feet wide by 90-feet long ramp, waterward of the mean high water mark. All work would be performed in accordance with the enclosed plan, 3 sheets, dated 07-31-2015.   • POA-2003-1410, Knik Arm

    Expiration date: 12/11/2015

    Matanuska-Susitna Borough's stated purpose is to improve the road width and surface to allow future cyclic load of heavy equipment transporting materials to and from Port MacKenzie. The widening of the road and installing of guardrails will also make the road safer. The project site is located within Sections 23 and 26, T. 14 N., R. 4 W., Seward Meridian; USGS Quad Map Anchorage B-8; Latitude 61.2801º N., Longitude 149.9319º W.; from Anchorage, Alaska, take the Glenn Highway to Wasilla and head south on Knik-Goose Bay Road for 17.2 miles. Take a right onto Port MacKenzie Road and continue for 7.5 miles. At the "T", take a left and continue on Point MacKenzie Road for 14-miles. Lu Young Lane is located on the right, just before the port. The proposed project would widen the Lu Young Lane from 24-feet wide to 34-feet wide along its 1.17-mile length. The proposed activity would require placement of up to 1,740 cubic yards of fill material into approximately 0.67-acre of wetlands. Six new culverts and new guardrails would be replaced/installed along the road. All work would be performed in accordance with the enclosed plan (sheets 1-17), dated November 6, 2015.
