Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-1996-237-M1, Tripple Creek

    Expiration date: 5/7/2015

    The applicant, Mr. Jeffrey Keener's stated purpose is is to produce commercial quantities of precious metals from private lands. PROPOSED WORK: The Applicant proposes to retain discharge of ±580,000 cubic yards (CY) of organic soils, gravel overburden, and pay gravels into ±18 acres of palustrine tundra wetlands, mined between 2010 and 2014, under a previous operator, Paradise Valley Mining. The applicant proposes to continue the operation under Metallogeny, and to discharge 20,000 CY of organic soils, 60,000 CY gravel overburden, and 120,000 CY of gravel overburden into 7.9 acres of palustrine tundra wetlands over a period of 5 years, 2015 to 2020. Five cuts are proposed, ranging between 1.7 and 2.5 acres in size. The cuts will range between 35 and 45 feet deep. Reclamation would occur after mining is complete. All work would be performed in accordance with the attached plans, (sheets 1-14), dated 26 February, 2015. Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.   • POA-2014-414, Isatkoak Lagoon

    Expiration date: 5/1/2015

    Native Village of Barrow's stated purpose is to provide access to approximately 240 undeveloped residential lots in Barrow, Alaska. The community of Barrow is experiencing a shortage of housing of all types. The 2008-2012 American Community Survey 5 year estimate indicates that 13% of households in Barrow are overcrowded, 4% of which are severely overcrowded (US Census 2012). This project is priority number three in the Native Village of Barrow Long Range Transportation Plan (2010). Additionally, the August 2014 Comprehensive Plan identifies the need for road expansions to facilitate new residential housing development. The project proposes to construct 15,860 linear feet of roadway placing 124,978 cubic yards of clean gravel fill into 21.5 acres of wetlands. Roadways would be approximately 20 feet wide and have 5 foot wide shoulders with 4:1 side slopes tapering to 3:1 at the toe of slope. A total of 42 corrugated pipe culverts, with a 24 inch diameter, would allow for surface drainage. Fill would be placed over woven geotextile and 2-inch rigid insulation will be used to provide insulation between the roadway and permafrost.   • POA-1997-705-M5, Ugnuravik River

    Expiration date: 5/1/2015

    ConocoPhillips Alaska, Inc's stated purpose is to extend the west end of the pad to allow for the installation of a Tanker Truck Loading Area (TTLA). The placement of 6,950 cubic yards of clean gravel fill into 0.72-acre of jurisdictional wetlands for the creation of a TTLA by expanding an existing pad. The expansion would be 190’ x 170’ and would match the pads existing elevation. The proposed expansion work would begin August 15, 2015, and be completed by May 31, 2016. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated July 6, 2014.     ***PUBLIC NOTICE REVISION*** On March 24, 2015, the Alaska District Corps of Engineers published a Public Notice for Department of the Army (DA) permit number POA-1998-882, Port Valdez for a DA permit application from Harris Sand and Gravel, Inc., construct a temporary barge dock. The project site is located within Section 3, T. 9 S., R. 6 W., Copper River Meridian; USGS Quad Map Valdez A-7; Latitude 61.1126º N., Longitude 146.2702º W.; in Old Valdez, Alaska.
