Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2015-587, Miluveach River

    Expiration date: 2/16/2016

    Stephen Brashear's (ConocoPhillips Alaska, Inc) stated purpose is to develop a pad and access road to provide continued support for development of oil and gas resources within the Kuparuk River Unit. The project site is located within Section 22, T. 10 N., R. 7 E., Umiat Meridian; USGS Quad Map Beechey Point B-5; Latitude 70.2107º N., Longitude 150.3273º W.; 15 miles east of Nuiqust, Alaska. The placement of 129,500 cubic yards (cy) of fill material into 16.5 acres of jurisdictional Palustrine emergent wetlands for the construction of a pad and access road. 122,911 cy of material would be placed into 15.23 acres of wetlands to construct the pad which would be 1040’ long x 628’ wide (footprint of 1060’ long x 648’ wide) and would have three rig camps, vehicle parking, bullrails, a tanker truck loading area with fuel tank, bulk storage tanks, equipment staging, and a safety station; additionally 6,589 cy of material would be placed into 1.27 acres of wetlands to construct an access road 500’ long x 35’ wide (footprint 500’ x 55’). All work would be performed in accordance with the enclosed plan (sheets 1-4), dated October 2, 2015.   • POA-2012-857, Little Salcha River

    Expiration date: 2/5/2016

    The applicant, Central Monofill Services Incorporated's stated purpose is to is to provide additional land fill disposal area and to use on-site materials for monofill cover material. PROPOSED WORK: Place 3.75 acres of fill in wetlands to expand the existing Alaska Department of Environmental Conservation permitted monofill landfill. The landfill accepts regulated and non-regulated asbestos containing material and other inert waste material for disposal. The proposed work would also result in 1.0 acres of discharge of fill material in wetlands during construction of a proposed wetland mitigation area. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated 10/7/15. Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.   • POA-2013-31, Nazuruk Channel

    Expiration date: 2/8/2016

    Noorvik Native Community's (Julia Hanson) stated purpose is to improve Noorvik’s transportation network, allowing greater community connectivity between residential areas and the school, improving transportation safety, and providing access to developable land. The project will also provide a secondary flood evacuation route. The project site is located in the village of Noorvik within Section 34, T. 17 N., R. 11 W., Kateel Meridian; USGS Quad Map Selawik D-5; Latitude 66.83107º N., Longitude -161.04444º W.; approximately 43 miles east of Kotzebue, Alaska.
