    Ms. Deborah Heebner, Hilcorp Alaska, LLC stated purpose is to expand L - Pad for access around five new proposed wells. The project site is located in Milne Point Unit, within Sections 7 & 8, T. 13 N., R. 10 E., Umiat Meridian; USGS Quad Map Beechey Point B-5; Latitude 70.4967º N., Longitude 149.6353º W.; approximately 35 miles northwest of Prudhoe Bay, Alaska. The placement of 17,000 cubic yards (cy) of fill material into 1.66 acres of jurisdictional Palustrine emergent wetlands for the expansion of L - Pad. Additional pad space is required for rig associated infrastructure while the rig is working on L - Pad.

  • POA-2014-121, Smith Creek

    Expiration date: 6/20/2016

    The Native Village of Deering (NVD)stated purpose is to construct an emergency evacuation route from the village of Deering, Alaska to their airport. The placement of 25,800 cubic yards (cy) of fill material and 2,300 cy of aggregate surface course material into 6.86 acres of jurisdictional wetlands to create a 5,280’ x 50’ road to the Deering Airport, the road would include a bridge over Smith Creek (avoiding 0.019 acre of R2UB waters) and would provide an evacuation route from the community often stranded when seasonal flooding overflows or washes out the existing road to the airport. The bridge would be a 65’ single span structure, with earthen abutments and 125’ approaches on either side. The bridge would allow a minimum of 9’ of vertical clearance from ordinary high water and a 42.6’ navigational opening. Grubbing of the project would take place either before May 20th or after July 20th in order to not disturb potential migratory bird nests. Placement of fill is expected to take place from June through September 2016 with completion of the project in 2017.   • POA-1993-528-M5, Yakutat Bay

    Expiration date: 6/13/2016

    Alaska Department of Transportation and Public Facilities (ADOT&PF)stated purpose is to improve the Yakutat Airport runway visibility zone’s unobstructed line of sight in accordance with Federal Aviation Administration (FAA) design standards per AC 150/5300-13 503b. Alaska Department of Transportation and Public Facilities (ADOT&PF) would mechanically level topographical high points within a 35 acre section of the Yakutat Airport line of sight triangle (LOS). This would result in the discharge of 2,833 cubic yards (cy) of material into 3.9 acres of jurisdictional wetland and 16,000 cy of material into 1,850 linear feet of jurisdictional stream. The streams proposed to be filled are manmade as a result of past excavation and ditching of the project site.   • POA-2007-773, Marguerite Creek

    Expiration date: 6/13/2016

    PURPOSE: Usibelli Coal Mine's, stated purpose is to economically extract commercial quantities of low sulfur coal from Blocks 2 through 5 of Usibelli Coal Mine’s (UCM) 4,798 acre Jumbo Dome Mine coal lease (JDM). PROPOSED WORK: Usibelli Coal Mine's proposed project is the discharge of up to 2,550,000 cubic yards of topsoil and 180,000,000 cubic yards of overburden and interburden material in 132.6 acres of wetlands, 0.5 acres of non-wetland waters and 481.3 acres of uplands. The overburden and interburden materials are not potentially acid-forming, toxic-forming, or alkalinity producing and, therefore, do not require special handling. All work would be performed in accordance with the enclosed plan (sheets 1-10), dated April 2016.   • POA-2010-132, Multiple Waterways

    WATERWAY AND LOCATION OF THE PROPOSED WORK: The SC-2 property is located on Stariski Creek and Cook Inlet, within Section 35, T. 3 S., R. 15 W., Seward Meridian; Latitude 59.868° N., Longitude 151.801° W. The proposed mitigation site is approximately 73.39 acres in size and is proposed to be preserved as part of the Stariski Creek Watershed. PROPOSED WORK AND PURPOSE: The sponsor is proposing the SC-2 compensatory mitigation site from the preservation of the SC-2 property. The purpose of the preservation is to protect high-value aquatic resources, and to help maintain the ecological function to the Stariski Creek watershed. The goal of the preservation is to provide compensatory mitigation for impacts to aquatic sites authorized by Department of the Army permits in The Conservation Fund’s Southcentral Service Area. Factors considered in the selection of this site included the presence of high quality aquatic resources, priority lands, the presence of threats to the aquatic resources, and the practicability of self-sustaining preservation. The sponsor has proposed, for purposes of Section 10 of the Rivers and Harbors Act and/or Section 404 of the Clean Water Act, that the geographic service area of this mitigation site is located in the Southcentral Service Area.
