Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Expiration date: 11/24/2017

    The City and Borough of Wrangell stated the purpose is to increase the City of Wrangell’s port staging area to provide additional space were the barge companies operate. The fill will also provide space for the Marine Travel Lift and Vessel Repair Facility. The project site is located within Section 25, T. 62 S., R. 83 E., Copper River Meridian; USGS Quad Map Petersburg B-2; Latitude 56.4703º N., Longitude 132.3849º W.; in Wrangell, Alaska. The applicant proposes to discharge 90,464 cubic yards (CY) of clean shot rock and 1,765 cy of rip rap into 2.46 acres below the high tide line of Wrangell Harbor.     *Applicant: Alaska Department of Transportation and Public Facilities, 2301 Peger Road, Fairbanks, Alaska 99709-5316, POC: Mr. Bill Kulash at (907) 451-5292. *Purpose: The applicant’s stated purpose is to utilize additional wetlands for the stockpiling of material for the Golovin Airport expansion, because the quantity of overburden is greater than expected. *Location: The proposed project is located within Section 11, T. 11 S., R. 22 W., Kateel River Meridian; USGS Quad Map Solomon C-3; Latitude 64.551º N., Longitude 163.007º W.; Golovin Airport, at Golovin, Alaska. *Proposed Work: The applicant proposes the temporary stockpiling of overburden in 3.76 acres of Palustrine emergent wetlands in support of the construction airport improvements in Golovin, Alaska. After the material required to construct the airport improvements project has been extracted (120,000 cubic yards) from the gravel source then the overburden, being temporarily stockpiled, will be removed and used for reclamation of the quarry. The area where the stockpile once sited will be graded to match existing contours and seeded.     *Applicant: Mr. Gordon Brower, North Slope Borough (NSB), Post Office Box 69, Utquigvik, Alaska 99723 *Purpose: The applicant’s stated purpose is to develop a regional material site providing gravel for industry need while reducing the number of material sources opening and closing to meet individual project needs. *Location: The project site is located within Sections 12 & 13, T. 11 N., R. 8 E., Umiat Meridian; USGS Quad Map Beechey Point B-5; Latitude 70.3183º N., Longitude 149.9801º W.; approximately 25 miles east of Nuiqsut, Alaska. *Proposed Work: The applicant proposes to mechanically clear 45.41 acres of Palustrine emergent wetlands to develop a gravel mine site adjacent to the existing Mine Site F. The proposed mine site would approximate a square 1365’ long x 1400’ wide with a rough triangle cut out of northeastern corner, impacting 40.9 acres. One stockpile would be created south of the mining area and would be 400’ long x 150’ wide, an impact of 1.38 acres. Additionally a berm would be created on the western side of the proposed project and would be 1365’ long x 100’ wide, impacting an additional 3.13 acres. The proposed project provides a 500’ buffer to Kalubik Creek. A nearby existing pad would be utilized to stockpile gravel, house the operations office, an explosives connex storage area, and equipment storage. The complete project would be mined in two phases; only Phase I is being proposed at this time. Phase I would occur over a two year period. Season 1 Mining Area would include the development of a 19.0 acre mine site with overburden being stockpiled in the area designated for Season 2 work as well as an 400’ long x 150’ wide area south of the mine site and would be accomplished using only ice roads in the winter. During Season 2 the overburden stockpile from the Season 1 would be placed back into the Season 1 Mining Area, a 21.9 acre mine site, and a berm would be created along the western border. Phase II would open a new cell with an access road and would require a modification to this permit.     *Applicant: Jessica Gonzalez, ConocoPhillips Alaska, Inc. Post Office Box 100360, Anchorage, Alaska 99510. *Purpose: The applicant’s stated purpose is to expand the existing CD2 pad to support additional development and production of petroleum reserves from the Fiord West reserve within the Colville River Unit (CRU). *Location: The project site is located within Section 2, T. 1 N., R. 4 E., Umiat Meridian; USGS Quad Map Harrison Bay B-2; Latitude 70.3381º N., Longitude 151.0486º W.; approximately 8 miles north of Nuiqsut, Alaska. *Proposed Work: The applicant proposes the placement of 73,000 cubic yards of gravel fill material (from Mine Site C or the ASRS Mine Site) into (5.8 acres) of Palustrine emergent wetlands to expand the existing CD2 pad to the west, this will be called the CD2 expansion (CD2X). The following components would be added to the expansion site: up to 32 additional wells, VSMs, 60-foot pipe racks, 20-foot transitional pipe rack, 100-foot high mast light, insulated conductors, and thermosyphons.     Irene Anderson (Anderson and Sons Mining) stated the purpose is commercial production of gold, and sale of gravel and tailings. The project site is located within Sections 7, 8, 17, and 18, T. 11 S., R. 33 W., Kateel River Meridian; USGS Quad Map Nome C-1; Latitude 64.5391º N., Longitude 165.3331º W.; in Nome, Alaska. The applicant proposes to discharge 20,000 cubic yards of pay material, 250,000 cubic yards of gravel and tailings, and 20,000 cubic yards of sediment into waters of the U.S. in association with a 15 acre placer mining operation. Approximately 6 acres of the area has been mined. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated October 11, 2017.
