Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2019-00039, Walby Lake

    Expiration date: 4/26/2019

    PURPOSE: The applicant, Mr. Allen Short's stated purpose is to develop a private residence adjacent to Walby Lake for recreational access and privacy. LOCATION: The project site is located within Section # 26, T.18 N., R.1 E., Seward Meridian; USGS Quad Map Anchorage C-6; Latitude 61.6174º N., Longitude 149.2226º W.; Matanuska-Susitna Borough at 9064 East Tern Drive, in Palmer, Alaska. PROPOSED WORK: Placement of fill material in 2.5 acres (2,100 cubic yards of clean gravel and rock and 801 cubic yards of topsoil and organic matter), in wetlands for a private residence to include house pad, shop, field, and access. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated 3/11/2019 and 3/6/2019. All comments should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.     Expiration date: 4/25/2019

    The North Slope Borough, Mr. Meryl Guevara, PO Box 350, Barrow, Alaska 99723 states that the purpose for this project is to expand the existing Point Lay Wastewater Treatment Plant. The proposed work includes the placement of 250 cubic yards of gravel fill into 0.03 acre of jurisdictional wetlands to expand the Point Lay Wastewater Treatment Plant to accommodate increased truck haul of holding tank septage and honey buckets, and enable its pretreatment before passing into the existing Wastewater Treatment Plant. Additionally, the North Slope Borough is requesting authorization to retain the approximately 4,500 cubic yards of fill placed into 0.56 acre for the construction of the Wastewater Treatment Plant pad in 1997, and approximately 8,800 cubic yards of fill placed into 1.09 acre for the construction of the Warm Storage Building pad a few years later. This would be a total of 1.68 acres of jurisdictional wetland impacts. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated March 6, 2019.     BP Exploration (Alaska) Inc., states that the purpose is to construct a gravel pad for the siting of an updated Class I waste disposal facility (WDF). The work being proposed involves the discharge of 20,000 cubic yards of fill into 2.58 acres of wetlands in order to construct a pad for a waste disposal facility. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated March 13, 2019.   • POA-2019-82, Haggard Creek

    Expiration date: 4/17/2019

    PURPOSE: The applicant, the Alaska Department of Transportation and Public Facilities' stated purpose is to improve safety on this stretch of highway. Proposed work intends to make it compliant with current standards. LOCATION: The project site is on the Richardson Highway between Mile Posts (MP) 159 and 167, located within: USGS Quad Gulkana C–3, T 10 N., R 01 W., Sections 5 & 6, T 11 N., R 01 W., Sections 6, 8, 16, 17, 21, 28, 29, and 32 and USGS Quad Gulkana D–3, T 12 N., R 01 W., Section 32. Project begins at: 62.67423 N., -145.4699 W. near Glennallen, Alaska, and ends at 62.77906 N., -145.4683 PROPOSED WORK: Proposal consists of reconstructing a 2-lane roadway, widening lanes to 12-foot with 6-foot shoulders, and re-contouring and decreasing slopes to bring sharp horizontal and vertical curves and steep grades into current specifications (Figure 2). Proposed impacts include the permanent fill of 57.27 acres of waters of the U.S. located within the Haggard Creek channel and the project corridor. Approximately 400,000 cubic yards of permanent fill in waters of the U.S. will be placed as a result of the construction of stabilization berms, slope flattening, and channel work within Haggard Creek including construction of a new bridge and riprap for bridge abutments and culvert replacement. Approximately 14.12 acres of temporary fill may occur in a 10-foot wide active work area due to sidecast / mechanized clearing and vehicle maneuvering. All work would be performed in accordance with the enclosed plan (Sheets 1–8), dated March 6, 2019.     Expiration date: 3/28/2019

    Mr. Ronald Nordquist states that the project purpose is to block the new channel that the river has cut, which is eroding the applicant’s property, in order to prevent additional bank erosion. Work being proposed includes the placement of twelve 2-feet x 2-feet x 6-Feet concrete blocks and discharge approximately 66.7 cubic yards of river rock fill material into 0.008 acre five feet from the main channel of the Copper River, and discharge approximately 100 cubic yards of fill material into 0.03 acre of back channel along the applicant’s property in order to stabilize the bank of the Copper River and prevent further erosion at the applicant’s property. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated March 10, 2019.
