Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Liberty Development, LLC, Attention: William Kramer states the purpose is to provide 73 affordable homes for Alaska residents within the city of Wasilla rural residential zoning district adjacent to existing roads. The project has been reviewed and approved by the City’s Planning and Public Works Departments, and it would provide a vital connection to South Lake Lucille Drive from South Endeavor Street. Residents at the west end of Lake Lucille currently only have one means of access to their homes from the Parks Highway. The proposed project would tie into South Corkey Drive and South Endeavor Street, providing a loop around Lake Lucille and connection to South Knik-Goose Bay Road. This would provide two means of access for the residents at the west end of Lake Lucille improving emergency response times to the residents. The applicant proposes to place 1.13 acres of fill material (4,162 cubic yards) in wetlands to construct 2.1 miles of road access and install utilities to house lots. The proposed two-lane road would be 24 feet wide with 2-foot wide shoulders. Side slopes would be 4 horizontal:1 vertical. The fill in wetlands would include a 15-foot wide utility easement on each side of the roadway. All work would be performed in accordance with the enclosed plans (sheets 1-8), dated November 2021. The project site is located within Latitude 61.5663º N., Longitude 149.4909º W.; Starting from the East Park Highway and Main Street in Wasilla, Alaska, travel 2.2 miles south on South Knik Goose Bay Road, then go north 0.4 miles on South Endeavor Street to West Valley Ridge Road, in Wasilla, Alaska. Alaska Department of Transportation and Public Facilities (DOT&PF) states the purpose is the runway, taxiway, safety area, and apron are in poor condition due to erosion and settlement; the runway safety areas are not large enough to meet federal standards for the size of aircraft currently using the airport; and more apron space is needed for safe operations and provide additional space for a new Snow Removal Equipment Building. The purpose for this is to improve safety, lower maintenance costs, provide more additional storage for snow removal equipment, and extend the service life of the import. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated October 5, 2021. The work includes the excavating 12,000 cubic yards (cy) of native material and placing approximately 48,000 cy of fill in palustrine emergent wetland to expand the runway and the apron (Figures 2-3). The 48,000 cy of fill material to be placed includes 14,200 cy of native soil, as well as 120 cy of rip rap, and 33,600 cy of imported clean sub-base and porous backfill. Imported clean fill and rip rap will be obtained from established material sites in Western Alaska, transported by barge to Kongiganak, transported by truck from the barge landing on the Kongnignanohk River along the established gravel access road to the Kongiganak Airport, and placed in the project area. The project is expected to be completed over two construction seasons.
