    Lower Kuskokwim School District, states the project purpose is to construct a new school site outside the projected 50-year erosion limit in Napakiak. The work being proposed is to discharge approximately 14,350 cubic yards of dredged and or fill material into a total of up to 5.76-acres of palustrine wetlands to construct a school site foundation pad, sewage lagoon site pad and waste pipe, and a small road extension. Approximately 4.2-acres would be permanently impacted. The school site pad (2.0-acres) would be constructed adjacent to the recently completed parking area. The pad would provide a foundation for a school building, additional parking, snow storage, water well, 100,000-gallon water storage tank and water treatment building, elevated play deck, and bulk fuel storage. Prior to construction, a 2.1-acre area would be grubbed and cleared of vegetation to prepare the surface. Overburden would be hauled to uplands for disposal. Grubbed organic soil and silt would be placed on the 3(H):1(V) side slopes and seeded for final stabilization. Construct a 1.67-acre sewage lagoon consisting of two insulated and geofabric lined cells approximately 800-feet southwest of the school pad. A 10-foot tall berm would be built around the cells, and a 3-foot freeboard would be installed over the cells’ edges. Grubbed organic soil and silt would be placed on the 3(H):1(V) side slopes and seeded for final stabilization. Construct a 1,000-foot long discharge pipe (20-inch diameter) on helical piles and/or timber supports between the lagoon and the school. Also, construct a 300-foot long gravity outfall pipe on helical piles and/or timber supports between the sewage lagoon and Johnson Slough to the northwest. Construction staging and material laydown would occur on an existing gravel pad on Mission Street. Fill material would be obtained from a previously permitted material site. All work would be performed in accordance with the enclosed plan (sheets 1-7), dated February 2021.     Ray Latchem, with Norgasco, LLC, states the project purposeis to expand their existing pad to provide adequate support of their service area. The work being proposed is the placement of up to 20,000 cubic yards of material into 3.2 acres of palustrine emergent wetlands for the expansion of an existing pad. The final dimensions would be almost a rectangle of 595’ x 399’ x 705’ x 415’ and would surround the existing 2.52 acre pad. The pad would allow for equipment parking, the development of a safe pull through driveway for trucks. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated March 12, 2021.     The City of Ketchikan, states the projects purpose is to construct a parking lot that will be combined with the adjacent parking lot. Work being proposed, placement of fill in the inter tidal zone located on LOT 9A (Parcel # 011242009300) and 9B (Parcel # 011242009400) to construct a parking lot. The fill area is proposed to be 0.28 acre. The area would be filled in with 6,000 cubic yards of clean shot rock. The proposed fill area would have a retaining wall along the seaward side. The proposed wall would be constructed of large boulders, ranging from 18-inches to 54-inches in diameter. The proposed wall would be 32 feet long, 23 feet high, and 4 feet wide. Currently there is an 18-inch high density polyethylene storm pipe that ends in Lot 9B. This storm pipe would be extended 140 feet to go through the proposed retaining wall. All the activity is proposed to take place during low tide. At a later point in time, pavement would be placed over the area for parking. Lot 9A currently has a structure on a pier, while Lot 9B, currently has a wooden trestle used to access Bar Harbor ramp 2 and the boat stalls below. Removal is proposed for all structures currently on lots 9A. The trestle on lot 9B would have 153 linear feet removed, starting at Tongass Avenue and leaving the 47 feet by 47 feet parking area portion in place. The piles would be removed with an excavator by pulling them vertically. Holes left from the removal would be filled by the material described above. Alternatively, if removal is unsuccessful, the piles will be cut off flush to the ground and abandoned in place. To ensure a 6 feet elevation difference between the finished parking lot grade and the top of the piles, excavation would take place around the piles closest to Tongass Avenue (should they not pull out). After excavation, the piles would be cut off, and all material excavated would be put back. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated March 1, 2021. The work being proposed is to place up to 15,000 cubic yards of gravel fill into 2.25 acres of jurisdictional Palustrine emergent wetlands for the construction of an road to access Lots 40 and 41 within the Deadhorse contractor community.     Mr. Brett Nelson, with Alaska Department of Transportation and Public Facilities, states the project purpose is to rehabilitate the Dalton Highway by preserving and extending the life of the highway to enhance public safety. The work being proposed is to permanently fill 80 acres of wetlands and 0.27 acre of open water with 346,705 cubic yards of gravel fill material, in order to establish a uniform road width with vehicle turnouts, raised embankment, and improve water drainage along the Dalton Highway between MP 289 and MP 305. All work would be performed in accordance with the enclosed plan (sheets 1-59), dated January 2021.
