Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2024-00628 Pederson Creek PN

    Expiration date: 1/29/2025

    RH Development LLC, stated the purpose is to create high-density housing in the City and Borough of Juneau. The overall development will provide approximately 30 residential dwelling units, as well as a common/shared driveway, shared guest parking, and utilities (water, sewer & power to support the residential development. PROPOSED WORK: This project would fill 2.35 acres of wetlands with 7,203 cubic yards of shot rock/gravel and 379 cubic yards of asphalt to create fill pads for construction of 30 residential dwelling units, including driveways, utilities, and related infrastructure. Additional work would include rerouting 3,145 linear feet of existing stream through 1,134 linear feet of open ditching and 86 linear feet of culvert pipe. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated December 11, 2024.     Expiration date: 1/7/2025

    On October 24, 2024, the Alaska District U.S. Army Corps of Engineers issued a public notice for Department of the Army (DA) permit number POA-2023-00089, Grant Creek for a DA permit application from Tlingit Haida Regional Housing Authority, for a new subdivision development. The project site is located within. Section 22, T. 41 S., R. 67 E., Copper River Meridian; USGS Quad Map Juneau B-2; Latitude 58.3025º N., Longitude 134.4504º W.; Seet Kanax Duteen Subdivision, in Juneau, Alaska. The notices and plans showed that the wetland impacts for the project would be 4.1 acres within the 17-acre project area. This information is incorrect and should instead read: wetland impacts for the project would be 5 acres within the 17-acre project area. All other information contained in the previous notice remains the same. Please bring this announcement to the attention of anyone you know who is or may be interested.   • POA-2001-01082 Beaufort Sea PN

    Expiration date: 1/16/2025

    Hilcorp Alaska LLC, stated the purpose is to conduct screeding and dredging in order to maintain sufficient navigable water depths to allow for safe barge access and to allow for the safe loading and unloading of equipment from barges at the service pier for the Point Thompson Unit. PROPOSED WORK: The proposed project would involve screeding and dredging during the summers of 2025 and 2026 in front of the service pier at the Point Thompson Unit to maintain navigable barge access. The service pier is located approximately 70 feet offshore from the central pad and is where screeding would take place. The area where screeding and/or dredging would occur is an estimated 154,200 square feet (3.53 acres) area of subtidal seafloor. These construction activities would impact approximately 5.78 acres of ocean waters.   • POA-1989-00324 Dutch Harbor PN

    Expiration date: 1/15/2025

    City of Unalaska, Scott Brown, stated the purpose is to provide additional berthing capacity within Dutch Harbor at the Unalaska Marine Center (UMC) Dock. UMC dock provides Unalaska and surrounding remote communities with essential cargo, passenger, and port services. Current depth at MLLW measures 40 feet alongside the berthing area. This depth limits the draft of the vessels which can safely moor at the UMC dock. Screeding small quantities from the berthing area will expand dock capabilities by providing space for deeper draft vessels to access the dock. PROPOSED WORK: Screeding is a dredge method that moves materials from shallower areas of a waterbody to deeper areas without removing any materials above water. The target screeding elevation for the UMC dock is -45.0’, with a maximum overscreed depth of -47.0’. Armor stone is located at the southwest end of the dock for slope protection. The armor stone may be removed and replaced as required to ensure adequate slope protection. New imported material will not exceed a total project quantity of 490 cubic yards (CY). Existing armor stone will be salvaged for reuse, if possible. The UMC dock shall maintain full capacity during screeding operations. All work would be performed in accordance with the enclosed project description (Attachment 1) and permit drawings (Attachment 2, Sheets 1-5, dated July 22, 2024).   • POA-1965-00034 Resurrection Bay PN

    Expiration date: 1/10/2025

    Jason Davis stated the purpose is to replace the Alaska Railroad Corporation (ARRC) Passenger Dock so that it can safely accommodate cruise ships. PROPOSED WORK : The applicant proposes to remove the existing passenger terminal building (26,555 square feet), the existing dock fenders, one thousand eight hundred and twenty (1,820) 14-inch diameter steel piles, ten (10) 20-inch diameter steel piles, the entire existing concrete deck, portions of the concrete pile caps, and approximately 500 cubic yards of riprap obstructions. Any navigation obstructions within 120 feet of the proposed dock area would be removed, as well as approximately 183,000 cubic yards of silt, sand, and gravel sediments (dredge) in the area along the existing dock. The dredged sediment would be removed with a crane-barge-based 5 cubic yard bucket. Dredged materials would be disposed of either at an upland location within the existing cleared and filled area on the ARRC property, or at an approved offshore location. The proposed offshore disposal location is shown on Sheet 9 in the attached plans. All work would be performed in accordance with the enclosed plan (sheets 1-9), dated June 5, 2024, September 13, 2024, and September 26, 2024. Construction is proposed to take place from September 2025 to April 2026.
