Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Expiration date: 8/23/2024

    Alaska Department of Transportation and Public Facilities has stated the purpose is to replace the parking lost as a result of the Federal Aviation Administration’s Airport Traffic Control Tower/Terminal Radar Approach Control Facilities project, with in-kind parking of the same quantity and quality of the existing Charlie Parking, as aligned with the goals of the 2017 Master Plan. PROPOSED WORK: Construct aircraft parking to replace parking impacted by the ATCT Project. The total project footprint would be 7.65 acres in wetlands, and 2.34 acres of existing uplands (totaling 9.99 acres). Fill material would be clean, contractor furnished fill from upland commercial sources. Fill calculations in cubic yards have a 10% buffer. The project would include the discharge of 40,200-cubic yards of fill material into 7.65-acres of wetlands to construct a new parking area for Lake Hood, reconfigure Lake Hood Drive, and for proposed ancillary components to include installation of signage, fencing connection to existing utilities, culverts, and storm drainage. The usable surface of the new parking area would be 300-foot by 1,100-foot, at the widest new points, with the toe of the slope extending up to 350-feet by 1,150-feet. Lake Hood Drive would consist of a 24-foot-wide drivable surface with the toe of the slope extending to a total of 135-feet wide on average for a length of 1,700 feet.   • POA-2003-00502-M21 Knik Arm PN

    Expiration date: 8/16/2024

    Municipality of Anchorage, Port of Alaska, stated the purpose is to replace Anchorage’s aging docks and related infrastructure before it fails, to: improve operational safety and efficiency; accommodate modern shipping operations; and improve resiliency – to survive extreme seismic events and sustain ongoing cargo operations. PROPOSED WORK: The Port of Alaska proposes the removal of existing infrastructure and the construction of newly configured general cargo terminals including ground improvement for shoreline stabilization, shoreline expansion and protection, construction of general cargo terminals 1 and 2, demolition of the existing petroleum, oil, and lubricants terminal 1 (POL1), demolition of general cargo docks terminals 1, 2, and 3, construction of onshore utilities, and replacement of storm drain outfall.     Mustang Holding LLC stated the purpose is to expand the existing Mustang Pad to provide space for employee housing at the site in order to allow for the operation of the Mustang Pad to produce petroleum from the Kuparuk "C" sand reservoir. PROPOSED WORK: The proposed project would involve discharging approximately 56,000 CY of gravel to expand the existing Mustang Pad by 5 acres to provide space for employee housing.   • POA-2024-00111 Barr Lake PN

    Expiration date: 8/8/2024

    Terence Rais stated the purpose is to create a residential lawn area, as well as create water access for sea planes and boats. PROPOSED WORK: To discharge 120 cubic yards native soil, 1065 cubic yards gravel, 100 cubic yards vegetative mat into 0.32 acres of wetlands and dredge 3.25 acres of wetlands. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated April 2024.   • POA-2024-00193 Mendenhall River PN

    Expiration date: 7/29/2024

    Bicknell, Inc stated the purpose is to perform ground preparation by excavating the organic grass layer and placing clean fill materials from an upland quarry location in Juneau on the existing undeveloped site for supporting a soil reclamation facility, equipment shop building, office building and boat condos. PROPOSED WORK: To place 22,672 cubic yards of shot rock into 5.48 acres of wetlands. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated April 19, 2024.
