Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

POA-1993-425-M8, St. Herman Bay

Pacific Pile and Marine, L.P's stated purpose is to provide safe and efficient transport of material from the City of Kodiak’s Near Island Quarry. Pacific Pile and Marine, L.P proposes to construct a new steel barge ramp (80 feet in length by 14 feet in width) in St. Herman Bay. The barge ramp would be secured into the existing concrete curb at the Near Island shoreline. A total of twelve 24-inch diameter steel piles would be installed below Mean High Water (approximate elevation +7.9 feet above the 0.0 foot contour); two individual piles would support the barge ramp, while two 3-pile breasting dolphins and two 2-pile breasting dolphins would facilitate berthing of barge vessels loading and unloading quarry material. Post-construction, the height of the piles would extend 8 feet above Mean High Water. Proposed work would be completed from a crane barge (160 feet in length by 50 feet in width); piles would be driven into the substrate via vibratory hammer. Each pile would require 2 hours of vibratory pile driving, and all 12 piles would be installed consecutively; no more than 24 hours to complete all vibratory pile driving. The applicant has proposed to utilize an impact hammer to clear isolated obstructions (only if encountered). In this unanticipated scenario, impact pile driving would last no more than 6 hours. The applicant anticipates starting work in August, 2014; construction is expected to last 7 days. There is no filling, blasting, or dredging proposed by this permit application.
