Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • Revised PN-POA-2015-00197-M1, Portage Cove_Application Withdrawal

    Expiration date: 9/14/2020

    On July 28, 2020, the Alaska District Corps of Engineers published a Public Notice (PN) concerning an application received from Mr. Greg Schlachter, Front Street LLC. The application has been withdrawn and evaluation has been discontinued. Please bring this to the attention of all those interested in this application.   • Revised Public Notice-POA-2018-00123, Bonanza Channel/Satety Sound

    Expiration date: 9/15/2020

    The time limit to submit comments on the proposed project has been extended to September 15, 2020. All comments should reach this office no later than the expiration date of this revised Public Notice to become part of the record and be considered in the decision.   • POA-2020-00348, Wrangell Narrows

    Expiration date: 9/28/2020

    Sig Burrell, with Rock-N-Road Construction; email: sig@rocknroadak.com, phone: 907-772-3308, states that the project purpose is to create infrastructure to support a commercial freight transport facility which would be used for the mooring of the company's 68-foot landing craft and the loading and unloading of barges. In addition, the space would be used for boat moorage for vessels and guests of the Beachcomber Lodge. Work being proposed includes: Dredge 22,160 sq. ft area below the Mean High Water (MHW) Line 160 feet in length, ranging from 133 feet to 161 feet wide, and 0’ to 15 feet deep. Limits of dredging would extend from the 1-foot contour to the -15-foot contour. The fill footprint of the barge landing would be 54,900 sq. ft. with a finished grade workable area of 372 feet x 135 feet. The area would be composed of imported shotrock and 6110 cubic yards of dredge spoils retained by an 850 feet long, 25 feet high (max.), stacked rock retaining wall. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated August 2020.   • POA-2020-00295, Wulik River

    Expiration date: 9/23/2020

    Kathy Christy, with Northwest Arctic School District, states the project purposeis to provide a new K-12 school in Kivalina, Alaska as a replacement for the existing McQueen School, which is insufficient to meet the current and projected needs of the community. The new school will also function as an emergency rendezvous location and shelter for people evacuating the Village of Kivalina as a result of significant ocean storm events. Work being purposed includes to construct a new school building, wastewater treatment facility, bus shelter, playground, teacher housing, water storage tank, fuel storage tanks, standby generator; water, sewer, power, add-heat and fuel utility lines; gravel access roads, parking area, and walkways. Excess soil material from excavations during construction would be stockpiled near the project site in designated areas. In addition, a monofill for disposing of inert construction debris would be located at one of the excess soil stockpile sites. The entire project would impact 12.26 acres of wetlands. All work would be performed in accordance with the enclosed plan (sheets 1-17), dated July 2020. The project site is located within Section 20, T. 28 N., R. 25 W., Kateel River Meridian; Latitude 67.8060º N., Longitude 164.3760º W.; near Kivalina, Alaska.   • POA-2011-00780, Kuskokwim River_PN

    Expiration date: 9/14/2020

    Renita Magnuson, with Paydirt Excavation, LLC, states the project purpose is to obtain sand and gravel fill for projects in McGrath, particularly for projects at the airport. Work being purposed includes to excavate and haul away up to 5,000 cubic yards of gravel/sand material within a 1.03-acre area of a large point bar in the Kuskokwim River. An excavator would be used to extract material to a maximum depth of three feet on the exposed point bar during low water. Excavated material would be placed directly into a dump truck then hauled away and stockpiled in an upland site in McGrath. Once excavations are complete, the disturbed area would be contoured to blend in with adjacent areas to prevent fish entrapment following changes in the water level. All work would be completed in the fall during low water when the river bar is exposed. All work would be performed in accordance with the enclosed plan (sheets 1-2), dated August 12, 2020. The project site is located at Latitude 62.96069º N., Longitude 155.60558º W.; on a sand/gravel bar along the south bank of the Kuskokwim River and directly north of the end of the community airstrip, near McGrath, Alaska.
