Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2020-00357, Delta River

    Expiration date: 9/14/2020

    Brett Nelson, with Alaska Department of Transportation & Public Facilities (DOT&PF), states the project purpose is to construct a new riprap dike, berms, and armored banks with riprap to channel the Delta River back to its original location in order to protect Spengler Road and nearby residences from further flooding and erosion related damage. Pursuing this work with immediacy is important because the longer the river stays in its new channel the harder it becomes to repair Spengler Road properties and other DOT&PF infrastructure (i.e. the Richardson Highway). Work being purposed includes to construct a new riprap dike and berms and armor the banks with riprap to direct the Delta River back to its original channel, and away from Spengler Road. The dike would be armored with Class-II riprap with 5-feet (ft) keyway and would be 8-ft high with a 3:1 slope on the river side. The dike and berms would be constructed of gravel and riprap that would result in approximately 7,000 cubic yards of fill below ordinary high water (OHW). The dike would be approximately 150-ft long and 53-ft wide at the base be constructed of Class-II and Class-III riprap. The armored bank/berms would be approximately 1,700-ft long and 23-ft wide at the base and built of gravel borrow and armored with Class-II riprap. Total area of impact below OHW would be 1.2 acres, 0.2 acre for the dike and 1 acre for the berms. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated July and August 2020. The project site is located within Section 17, T. 09S., R. 10 E., Big Delta A-4; Latitude 64.1322º N., Longitude -145.8339º W.; Spengler Road, approximately from Milepost 5.3 to 5.8.   • POA-2020-00341, Big Lake

    Expiration date: 8/27/2020

    Mr. August Lund, states that the project purpose is to have a grass yard and dock for lake access and a place to park the boat. Work being proposed includes to place 39,000 cubic yards (CY) of fill material into 0.298 acre of wetland. Landscape mesh will be put in place prior to placing the 39,000 CY of dirt. A wood dock is proposed to be placed over Big Lake. The proposed dock would consist of four separate sections 5 x 32 feet (ft), 4 x 24 ft, 4 x 12 ft, 4 x 20 ft, and a 12 x 12 ft deck. Three of the dock sections, totaling of 304 square feet (sq ft) (5 x 32 ft, 4 x 24 ft, and 4 x 12 ft) will be constructed over Big Lake. The portion of the dock over Big Lake, will be held in place by (12) 2 3/8 inch galvanized steel pipes, which will be driven in place from a private boat with hand tools. One section of the dock and the deck will be placed over wetlands and will not involve the discharge of dredge or fill material.     Expiration date: 9/7/2020

    Jade Energy LLC, states the project purpose is to provide barge access to the PTU Central Pad Service Pier. Work being purposed includes to screed an estimated 0.6-acre of sub tidal seafloor within a 2.25 acre channel (650-feet by 150-feet) to an elevation of -6 feet mean lower low water. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated August 7, 2020.     Expiration date: 8/21/2020

    Mr. Charles Peticrew, PO Box 971, Wrangell, AK, 99929, states that the project purpose is to re-develop the two lots for residential use. Work being proposed includes to construct a shot rock fill contained within stacked rock walls. This work would result in a discharge of approximately 4,550 yards of rock fill material into 0.2-acre (~150’ x 60‘) of the intertidal zone in the Wrangell Downtown Harbor. The project site is located within Section 25, T. 63 S., R. 83 E., Copper River Meridian; Latitude 56.465º N., Longitude -132.385º W.; Tidelands, Block 84B, Lot 4, and Block 84, Lot 27B; at 307 Ocean View Drive, in Wrangell, Alaska.     Mr. Brett Woodbury, with BW Enterprise, PO Box 2121, Wrangell, AK, 99929 states that the project purpose is to construct secure dry storage for boats. Work being proposed includes to construct a shot rock fill contained within stacked rock walls. Rock would be hauled in dump trucks, spread with an excavator and compacted with a roller to discharge rock to entirely fill Lots 3 and 4 . This work would result in a discharge of 15,046 yards of rock fill material into 0.99-acre of the intertidal zone in the Wrangell Downtown Harbor. The project site is located within Section 25, T. 63 S., R. 83 E., Copper River Meridian; Latitude 56.461º N., Longitude -132.379º W.; Tidelands, Block 83A, lot 3 & 4; in Wrangell, Alaska.
