Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2008-00756, Cripple Creek

    Expiration date: 10/9/2020

    Bryant Wright, with Fairbanks Northstar Borough Parks & Recreation, states the project purposeis to construct a hardened, linear transportation corridor for recreational trail use through the Fairbanks North Star Borough's Isberg Recreation Area. A hardened trail is needed to get park users across wet terrain, limit traffic to a single corridor, and reduce impacts to adjacent wetlands. Work being purposed includes to repair 2,000 feet of damaged trail in the Isberg Recreation Area. Final trail widths will be between 10-15 feet. Trail construction will begin with placing the following on the existing ground: geotextile fabric, biaxial geogrid, base course of rock tailings, and a surface course of compacted D-1 gravel. Placement of the base course may take place during winter months over frozen ground to reduce pumping and ground disturbance. Additionally, several 18" diameter culverts will be installed to accommodate seasonal flowing water. A larger 36" culvert with be installed to accommodate Cripple Creek. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated September 11, 2020.   • Nationwide Permit Reissuance

    Expiration date: 11/4/2020

    On September 15, 2020, the U.S. Army Corps of Engineers (Corps) published in the Federal Register its proposal to reissue the 52 existing Nationwide Permits (NWPs) and issue five new NWPs. The Corps’ Alaska District is seeking comments on proposed NWP regional conditions and requesting identification of the need for any additional regional conditions to help ensure that the adverse environmental effects of activities authorized by the proposed NWPs are no more than minimal, individually and cumulatively.

  • POA-2020-00314, Zimovia Strait

    Expiration date: 9/30/2020

    Mr. Thomas Robinson, PO Box 2239, Wrangell, AK, 99929, states that the project purpose is to make it possible to use Lot 6 for dry storage of boats in the winter and when otherwise out of the water. Work being proposed includes to construct a shot rock fill contained within stacked rock walls. The rock wall would be constructed a minimum of 40-feet shoreward of the federal dredge limit for the harbor inner mooring basin. Shot rock would be hauled in dump trucks, spread with an excavator and compacted with a roller to discharge rock to partially fill Lot 6. This work would result in a discharge of approximately 2,300 yards of rock fill material into 0.08-acre of the intertidal zone in the Wrangell Downtown Harbor. The rock would be hauled in by dump trucks, spread with an excavator, and compacted with a roller.The project will include installation of two 12-inch steel pilings from shore. The pilings and initial placement of fill material would occur during low tide, above mean low water. All work would be performed in accordance with the enclosed figures (sheets 1-3). The project site is located within Section 25, T. 62 S., R. 83 E., Copper River Meridian; Latitude 56.4661º N., Longitude -132.3776º W.; Tidelands, Block 24A, lot 6; in Wrangell, Alaska.     Expiration date: 9/30/2020

    The time limit to submit comments on the proposed project has been extended to September 30, 2020. All comments should reach this office no later than the expiration date of this revised Public Notice to become part of the record and be considered in the decision.
