Mr. Colby Lawrence (Seward Wildlife Cruises) stated the purpose is to remove accumulated sediment to allow tour boats to navigate to the dock and avoid vessel damage from potential grounding. The project site is located within Section 3, T. 1 S., R. 1 W., Seward Meridian; USGS Quad Map AK-Seward-A-7; Latitude 60.120536º N., Longitude 149.438506º W.; 1412 4th Avenue; Seward, Alaska. The applicant proposes to conduct maintenance dredging of a previously dredged area, as needed, between October 1 and April 1 of each year until 2027. The applicant proposes to dredge up to 7,600 cubic yards (CY) of bottom sediment per year, in the form of silt, sand, and gravel, using either a clamshell dredge or a hydraulic excavator from below the mean high water mark of the Seward Harbor, which is part of Resurrection Bay mean high water mark (MHWM, 9.71 feet above the mean lower low water mark of 0 feet elevation), a Navigable Water of the United States (U.S.). In addition, the applicant proposes to dispose of the 7,600 CY of material into an 88.4 acre area below the high tide line (HTL, 13.8 feet above the mean lower low water mark) of Resurrection Bay. Mr. Chester Ferhmann (Alaska Department of Natural Resources –Department of Parks and Outdoor Recreation (ADNR-DPOR)) stated the purpose is to improve the Kenai River Special Management Area-Eagle Rock Facility as a public boat launch access and parking area along the Kenai River to better accommodate the intended use of the facility. The project site is located within Section 6, T. 5 N., R. 10 W., Seward Meridian; USGS Quad Map Kenai C-3; Latitude 60.5479º N., Longitude 151.1112º W.; Kenai Peninsula Borough (KPB); Poore Subdivision, Tract A; Eagle Rock Boat Launch Facility, 4306 Eagle Rock Drive, in Kenai, Alaska; portion of KPB Parcel # 049-060-88. The applicant proposes to remove, dredge and replace an existing concrete boat ramp, dredge a 0.443-acre area below the high tide line (HTL, 20.7 feet) and mean high water mark (MHWM, 14.6 feet) of the Kenai River, a navigable water of the U.S., install 214 linear foot of boat ramp and floating docks and discharge up to 524 cubic yards (cy) of fill material into 0.13-acre of waters of the U.S. for the construction of a camping pad, parking area and bank stabilization. POA-2015-25, Colville River

PURPOSE: The applicant, Armstrong Energy, LLC's, stated purpose is to safely produce commercial quantities of liquid hydrocarbons in Armstrong Energy, LLC’s State of Alaska oil and gas leasehold by operating from a site east of the Colville River Delta; to process hydrocarbons on or near the drill sites; and to transport sales-quality oil through a new export pipeline to the Kuparuk sales oil pipeline, and then to TAPS. A secondary purpose of the Project is to further delineate geological features and hydrocarbon accumulations in Armstrong's leasehold utilizing the proposed infrastructure. LOCATION: The Project would be located in the North Slope Borough (NSB) in the Pikka Unit between Kuparuk and the Colville River Unit development (Alpine). The Project would extend west from existing Kuparuk infrastructure into an area with recent exploration and development activity, (e.g., Oooguruk and Nuna projects to the northeast and Mustang to the southeast), to the East Channel of the Colville River. The community of Nuiqsut, the closest village to the Project, is located on the west side of the Colville River, and would be approximately 6.5 miles southwest of the nearest Project feature. PROPOSED WORK: Armstrong Energy, LLC proposes to drill wells and construct and operate infrastructure and facilities to produce and transport sales-quality oil to the Trans-Alaska Pipeline System (TAPS). Project components include: the Nanushuk Pad (composed of DS1 and central processing facility), two standalone gravel drill sites (DS2 and DS3), an operations center, a tie-in pad, infield pipelines on vertical support members (VSMs), the Nanushuk Pipeline on VSMs, gravel infield roads, a gravel access road, road bridges at the Miluveach and Kachemach Rivers, and a potable water intake system. Armstrong proposes placement of 2,756,520 cubic yards (cy) of clean fill material into 271.6 acres of waters of the U.S. including wetlands to construct the Project. The Project also includes temporary discharges to 5.8 acres of jurisdictional waters of the U.S., (Harrison Bay of the Beaufort Sea), for screeding activities in front of the existing Oliktok Dock and trenching for power and fiber optic cables at pipeline-road crossings. All work would be performed in accordance with the Nanushuk Development Project, USACE Permit Application Figure Set, (sheets 1-53), dated June 16 and July 5, 2017. The project site is located within Section 23, T. 11 S., R. 34 W., Kateel River Meridian; Latitude 64.5168º N., Longitude 165.4168º W.; in Nome, Alaska. The applicant proposes to discharge 105,000 cubic yards of topsoil, 857,000 to 1,221,500 cubic yards of overburden and 270,000 cubic yards of pay material into 46.6 acres of waters of the U.S., in association with placer mining activities at the Queen’s Bench mining project. Southeast Stevedoring stated the purpose is to construct a pad to provide additional yard space for marine vessel storage adjacent to the existing launch ramp. The fill would increase the usability of the launch ramp by creating a bulkhead on the southeast side. This would allow shore assistance from both sides when moving boats, barges, or other marine structures such as buoys or floats. The breakwater would attenuate waves at the facility. The project site is located within Section 33, T. 75 S., R. 91 E., Copper River Meridian; USGS Quad Map: Ketchikan B-5, Latitude 55.3158º N., Longitude 131.5972º W.; physical address: 2712 Bear Clan Street, Ketchikan, Alaska. The applicant proposes to Discharge 18,900 cubic yards (CY) of shot rock and 600 CY of rip rap below high tide line, to construct a 42,600 square feet (0.98-acre) pad. Install a 200 linear feet floating breakwater, anchored by two 6,000-pound Danforth anchors and marked with two 58-inch diameter buoys. Install a 6-feet by 70-feet aluminum gangway and a 10-feet by 140-feet wood float anchored (pinned) by six 16-inch diameter steel piles. All work would be performed in accordance with the enclosed plan, 9 sheets, dated July 26, 2017.
