Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2006-442-M10, Tanana River

    Expiration date: 4/4/2016

    PURPOSE: The applicant, The Fairbanks North Star Borough, Parks and Recreation Department’s stated purpose is to expand recreational public use areas to adequately accommodate the number of visitors. Since opening the beach in the summer of 2014, the swim beach has been an enormous success. Busy days at the beach attract over 600 patrons. A single parking area and entry point leads to a congested beach area just south of the parking lot. Limited parking spaces are available and overflow parking occurs on both sides of Northlake Lane, making it difficult for patrons to drive to other portions of the park. The purpose of the channel is to promote water circulation through the end of the swimming inlet, create additional shallow water habitat, and enhance the visual aesthetic of the area.   • POA-2006-15

    Expiration date: 4/2/2016

    The applicant’s stated purpose is to facilitate transportation of supplies and materials in excess of bridge capacity limitations between Amaknak and Unalaska Islands and to allow the landing to be used as intended, with vessels of a size needed to make the facility operate efficiently and safely. The applicant proposes to discharge 26,000 cubic yards (CY) of shot rock, quarry spally, and armor stone into 2.09 acres below the high tide line (HTL, 4.7 feet above the mean low low water mark of 0 feet elevation) of Iliuliuk Bay, which is a navigable water of the United States (US). In addition, 2,500 CY of material would be dredged from 0.15 acre below the mean high water mark (MHWM, 3.3 feet above mean low low water). The applicant has also requested after-the-fact authorization for the existing barge ramp structure and associated mooring dolphins and piling to remain in place. Please contact Katherine A.   • POA-2011-169-M2, Center Creek

    Expiration date: 3/31/2016

    Nome Gold Alaska Corporation's stated purpose is commercial production of gold. Nome Gold Alaska Corporation's proposes to discharge 46,000 cubic yards of topsoil, 379,000 cubic yards of overburden and 197,000 cubic yards of pay material into 46.66 acres of waters of the US., in association with placer mining activities at the Monroeville mining project. All work would be performed in accordance with the enclosed plan (sheets 1-11), dated 25 February, 2016.   • POA-2016-20, Nenana River

    Expiration date: 3/30/2016

    PURPOSE: The applicant, Doyon Limited's, stated purpose is to dredge approximately 500 cubic yards (CY) of accumulated sediment and debris from approximately 0.5 acre of the Nenana River, a Section 10 Navigable River, and for the discharge of approximately 200 CY of rip-rap material as part of the construction to utilize barging operations for the movement of equipment and personnel across the Nenana River to access the Totchaket Road as support to construction and drilling operation activities.   • POA-1994-414, Isabella Creek

    Expiration date: 3/28/2016

    PURPOSE: The applicant, the Fairbanks North Star Borough (FNSB) stated purpose is to relieve traffic congestion and improve facilities by providing additional snow removal space as well as new facilities for recycling and cover for the hazardous household waste disposal bins, and allow for grade-separated disposal bins and easier disposal of large items. PROPOSED WORK: Discharge 11,150 cubic yards of gravel and sand, (clean fill material), into 1.45 acres of wetlands to expand the existing Farmer’s Loop West Transfer Station. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated 1/19/2016 and 2/23/2016.
