Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2015-250, Sagavanirktok River

    Expiration date: 7/20/2015

    Alaska Frontier Constructors' stated purpose is to provide approximately 1,130,800 cubic yards of gravel for commercial sale within and around the community of Deadhorse, Alaska. PROPOSED WORK: The proposed work is to create a 40 acre gravel pit within the floodplain of the Sagavanirktok River by excavating approximately 1,130,800 cubic yards of gravel over the course of two summer (July, August, September) seasons. Phase 1 is approximately 20 acres in size and Phase 2 is approximately 20 acres in size. Upon completion of mining activities, the gravel pit will be connected hydrologically to the Sagavanirktok River via the construction of permanent intake and outfall structures with the intent of creating a 40 acre, 25 foot-deep overwintering fish habitat. There are no wetlands within the project area. The project site is located within Section 17, T. 10 N., R. 15 E., on USGS Quad Map AK-Beechey Point A-3; Umiat Meridian; Latitude 70.2175°N, Longitude 148.3905°W, immediately north of Nana Reservoir, Deadhorse, Alaska. .   • POA-2015-255, Happy Creek

    Expiration date: 7/13/2015

    Hilcorp Alaska, LLC's stated purpose is to: “Safely explore for gas reserves within the Deep Creek Unit with the ultimate goal of serving the public by helping to meet Alaska’s energy market demands by producing natural gas in Cook Inlet.” Hilcorp Alaska, LLC is proposing to permanently discharge 3,100 cubic yards (cy) of clean gravel and culvert bedding material as well as temporarily discharge 8 cy of sand bags into 0.92 acres of waters of the United States (WOUS)., including wetlands, to construct 1,395 linear feet (lf) of new gravel road, widen a 175 lf length of Tim Avenue and install five culverts for the purpose of accessing an oil and gas exploration location. The proposed culverts include replacing the two culverts in Happy Creek with a 59.5’ long arched culvert (station 58+75), installing three 18” diameter by 30’ long culverts in wetlands (stations 253+40, 259+25 and 265+00), and installing a 24” diameter by 45’ long culvert in an unnamed stream (station 274+45).   • POA-2014-512, Kanektok River

    Expiration date: 7/6/2015

    Qanirtuug, Inc.'s stated purpose is to develop a gravel pit to provide gravels for community projects. Mechanized land clearing of 6.6 acres of jurisdictional wetlands for the development of a gravel pit north of Quinhagak. The proposed gravel pit would be developed over a five year period, with approximately one acre being cleared in any given year. 20,000 cubic yards of gravel would be extracted for the construction of roads and gravel pads for community development. Gravel would be stockpiled within the pit area. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated May 21, 2015.   • POA-2015-00342, Sagavanirktok, Putuligayuk, and Kaparuk Rivers

    Expiration date: 6/12/2015

    To protect critical oil and gas infrastructure put at risk from river flooding. British Petroleum proposed work includes, but is not limited to, breaching roads to redirect flood waters, placing culverts, lifting the existing road structure, constructing berms, and gravel extraction. The work was initiated the evening of 21 May 2015 and will be completed over the next two months as needed to stabilize infrastructure. Timing of completion may vary depending on when flood waters recede back into river banks.   • POA-2009-672, Kalubik Creek _PN

    Expiration date: 6/26/2015

    ConocoPhillips Alaska Inc.,'s stated purpose is to expand the Drill Site 2G (DS 2G) to accommodate continued development of the Greater Kuparuk Area Oil Field, including new wells and infrastructure. Location: The project site is located within Section 32, T. 11 N., R. 9 E., Umiat Meridian; USGS Quad Map Beechey Point B-5; Latitude 70.2571º N., Longitude 149.9320º W.; approximately 25 miles east of Nuiqsut. Prosposed Work: Expand the DS-2G gravel pad approximately 1.17 acres by placing 8,596 cubic yards of gravel fill in wetlands. All work would be performed in accordance with the enclosed plan (sheets 1-2), dated 01/23/2015.
