Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-1991-411, Tanana River

    Expiration date: 5/6/2016

    The applicant, Arctic Drilling Incorporated's, stated purpose is to provide a gravel pad for the storage of heavy equipment. PROPOSED WORK: Place fill material in 0.91 acre (190-foot x 208-foot) in wetlands for creation of a gravel pad for equipment storage. Gravel to be used for the pad would be excavated from a 220-foot x 195-foot area within the wetland on the project site. Upon completion of the gravel excavation, the created pond would be re-contoured to create shallow littoral areas along the pond margins to enhance wildlife habitats. All work would be performed in accordance with the attached plans,(sheets 1-4), dated March 19, 2016. Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.   • POA-2014-109, Zimovia Strait

    Expiration date: 5/4/2016

    Big Bites Fishing's stated purpose is to construct a facility to moor boats and planes used for commercial activities associated with Big Bites Fishing. The bulkhead would facilitate loading and unloading of commercial gear, and the harbor would provide moorage for the applicant’s seaplane and vessels, as well as the vessels of the adjacent lodge. Construct a 580’ long causeway/breakwater with a 10’ wide top and a base that varies in width from 46’ at the high tide line (HTL) and 62’ at the seaward end. The end of the breakwater would have a 20’ wide by 100’ long top surface, with a 50’ wide base, to be used as a turn-around/loading/unloading area. The causeway would have a 1.5:1 slopes and be armored with rip rap, except on the seaward side which would have a vertical pile supported bulkhead. Dredge a 20’ by 120’ basin in front of the bulkhead, and a 120’ by 180’ boat basin with a 17’ wide by 300’ long entrance channel, to a depth of -6’ mean low low water (MLLW).   • POA-2015-99, Port Gravina_REVISION

    Expiration date: 4/18/2016

    The notice stated that the applicant’s (Chugach Alaska Corporation/Mr. David Phillips) purpose is to develop a quarry at Port Gravina in order to provide materials for construction projects throughout southeast Alaska. Since the publication of this public notice, the applicant has requested that their stated purpose be clarified to the following: "Chugach Alaska Corporation’s stated purpose is to develop a quarry at Port Gravina in order to provide materials for infrastructure development, construction, and repair projects throughout Alaska and the Pacific Northwest for approximately 20 years." All other information contained in the previous notice remains the same. The project site is located within Section 28, 29, 32, and 33, T. 13 S., R. 5 W., Copper River Meridian; USGS Quad Map Cordova C-6; Latitude 60.7078º N., Longitude 146.1353º W.; 16 miles west/northwest of Cordova, Alaska.   • POA-2015-99, Port Gravina

    Expiration date: 4/18/2016

    Chugach Alaska Corporation's stated purpose is to develop a quarry at Port Gravina in order to provide materials for construction projects throughout southeast Alaska. Chugach Alaska Corporation is proposing to construct a quarry in Secret Cove of Port Gravina, 16 miles west/northwest of Cordova. A total of 51.4 acres of waters of the U.S., including wetlands, would be permanently filled with up to 989,600 cubic yards (CY) of fill material for the proposed project. Please contact Roberta K.   • POA-2010-132, Multiple Waterways

    Expiration date: 4/13/2016

    The Conservation Fund is proposing the AR-5, 6,7 and 8 compensatory mitigation sites. The purpose of the preservation is to protect high value aquatic resources, and to help maintain the ecological function of the Kobuk River, Tagagawik River, Aukulak Lagoon and the Kilikmak Creek watersheds. The goal of the preservation is to provide compensatory mitigation for impacts to aquatic sites authorized by Department of the Army permits in The Conservation Fund’s Arctic Service Area. Factors considered in the selection of this site included the presence of high quality aquatic resources, priority lands, the presence of threats to the aquatic resources, and the practicability of self-sustaining preservation. The AR-5 property is located on the Kobuk River in Kobuk Valley National Park and Wilderness. The proposed mitigation site is approximately 159.98 acres in size and is proposed to be preserved as part of Kobuk Valley National Park and Wilderness. The AR-6 property is located west of the Tagagawik River in the Selawik National Wildlife Refuge. The proposed mitigation site is approximately 159.99 acres in size and is proposed to be preserved as part of Selawik National Wildlife Refuge. The AR-7 property is located on the Chukchi Sea in Cape Krusenstern National Monument. The proposed mitigation site is approximately 119.96 acres in size and will is proposed to be preserved as part of the Cape Krusenstern National Monument. The AR-8 property is located on the Chukchi Sea in Cape Krusenstern National Monument. The proposed mitigation site is approximately 159.98 acres in size and is proposed to be preserved as part of Cape Krusenstern National Monument.
