Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2015-630, Beaufort Sea

    Expiration date: 10/17/2016

    Hilcorp Alaska LLC's stated purpose is to expand oil resource infrastructure within the Milne Point Unit Schrader Bluff reservoir. Hilcorp Alaska LLC's proposes to expand oil resource development infrastructure. Plans include: 17.22 acres pad, 2.83 miles long road (17.20 acres), 0.36 acres tie-in pad, and 0.5 acres of Vertical Support Members, pipelines, and infrastructure upgrades. The work would impact a total of 30.43 acres of wetlands and 4.40 uplands with a total discharge of 266,550 cubic yards (cy) of gravel fill (140,000 cy for the construction of the pad, 125,000 cy for the access road, 1,500 cy for the tie-in pad, and 50 cy for the VSMs). All work would be performed in accordance with the enclosed plan (Figures 1-4), dated August 2016.   • POA-2016-355, North Klatt Bog

    Expiration date: 10/14/2016

    Municipality of Anchorage (MOA)'s stated purpose for the proposed project is to receive and manage the sediment collected from the MOA street and storm water maintenance activities. The liquids removed from the sediment would be discharge to the Anchorage Water and Wastewater Utility (AWWU) sanitary sewer and the sediment would be disposed of offsite. The proposed project would discharge 94,000 cubic yards of granular classified fill into 5.79 acres of wetlands for the construction of a Stormwater Sediment Management Facility. The proposed project would separate (decant) and process sediments removed from the MOA storm drain system during routine maintenance activities. During these activities, vacuum powered equipment (Vactor Trucks) would remove accumulated sediments from the pipes, manholes, catch basins and other structures in the storm drain networks. The combined water and sediment materials would be brought to the proposed project to be separated into liquids and solids. All liquids would be discharged into the wastewater system; the solids would be dewatered. Waste material would be removed to the municipal land fill, reusable materials would be removed to appropriate areas for reuse. No sediments would permanently accumulate at the proposed project site. Heavy equipment would be used to move materials between processing facilities at the proposed project site. Processed sediments would be removed from the proposed project in the spring. An estimated 70 to 100 truckloads of dried sediment would be removed per season.   • POA-2015-119, Toksook River

    Expiration date: 10/14/2016

    Lower Kuskokwim School District's stated purpose is to renovate, upgrade and make additions to the existing school’s facilities to accommodate current and projected student numbers and meet the Alaska Department of Education and Early Development’s space requirements. Lower Kuskokwim School District applicant request authorization to discharge 6,600 cubic yards of gravel fill material into waters of the United States, including wetlands, resulting in a permanent loss of 1.8 acres of palustrine emergent wetlands adjacent to Toksook River. Lower Kuskokwim School District proposes to renovate and make additions to the existing school, relocate useable structures and demolish and replace dated structures. New infrastructure includes construction of a 38-foot by 90-foot pile-supported utility building, water tank and pad, and a new 15-foot by 20-foot generator pad with fuel tank pad and dispenser system connection to the utility building. A new 200 linear elevated utility duct would transfer treated wastewater from the utility building and terminate at a new sewer outfall located within an unnamed pond. Approximately 400 linear feet of buried utility duct for water and wastewater lines will be constructed north of the property, originating from the LKSD Annex, beneath Kaugia Street, and tie into the existing utility infrastructure. Additional work includes abandonment of the existing sewage lagoon, at the southeast corner of the property and installation of fencing around the proposed generator tank, water tank pads and proposed effluent receiving pond. Gravel would be discharged into jurisdictional wetlands for the purpose of providing work spaces for the contractor, storage yard areas and increase equipment accessibility to various locations within the project site, as well as, the construction of improved site drainage (i.e., ditches, swales).   • POA-2016-270

    Expiration date: 10/13/2016

    Alaska Department of Transportation and Public Facilities' (ADOT&PF) stated purpose was to repair a breach in the embankment of Lost Creek and return creek flow to the main channel that crosses Nebesna Road at an existing low water crossing. The project site is located within Section 33, T. 9 N., R. 12 E., Copper River Meridian; USGS Quad Map Nabesna C-5; Latitude 62.517331º N., Longitude 143.174883º W.; near Nabesna, Alaska. WORK: Lost Creek breached one of its banks and proceeded to flow partially through a historic channel. This flow regime led to erosion along Nabesna Road and risking a historic native village and cemetery site. On July 1 and 2, the ADOT&PF discharged 5550 cubic yards of fill along 1120 linear feet of embankment of Lost Creek. The fill was to reinforce the Nabessna Road and build up the embankment to contain the flow of Lost Creek into its main channel.   • POA-2001-86, Thayer Creek

    Expiration date: 10/6/2016

    Kootznoowoo Incorporated (Inc.)'s stated purpose is to build a hydroelectric facility to provide electricity to Angoon. The applicant request authorization for the following work in waters of the United States, including wetlands: 1. Discharge 15,000 cubic yards of clean rock fill material into 0.82 acres below the high tide line (approximate elevation +18.6 feet below the 0.0 foot contour) (HTL) and the mean high water mark (approximate elevation +13 feet below the 0.0 foot contour) (MHW) to construct a marine facility consisting of a barge landing and small boat ramp. 2. Discharge 1,000 cubic yards of rock fill material into 1.2 acres of estuarine and forested wetlands to construct a 0.73 mile long by 16 wide access road. Work would include the installation of 8 culverts below the ordinary high water line within 271 lineal feet stream to provide for cross-drainage. 3. Discharge 1,500 cubic yards of clean rock fill material into 0.46 acres below the HTL and MHW to secure and armor 1,000 linear feet of 4-inch diameter electrical transmission line. 4. Install below the MHW 6.37 miles of 4-inch diameter electrical transmission line on the seafloor between Thayer Creek and the City of Angoon via cable laying barge. 5. Discharge 400 cubic yards of Roller Compacted Concrete into 0.04 acres below the ordinary high water line to construct a 60 feet long by 30 feet wide portion of dam within Thayer Creek. Work would include the temporary diversion of 0.03 acres of Thayer Creek by the construction of a 50 feet long by 30 feet wide super sack cofferdam below the ordinary high water line.
