Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2016-174, Near Island Channel

    Expiration date: 9/2/2016

    City of Kodiak's stated purpose is to replace the City of Kodiak’s transient float with one that meets the modern standards for vessel mooring and public safety for the next 50 years. The applicant proposes to remove the existing 12 foot x 387 foot timber float and 5 foot x 50 foot steel gangway, including twenty-one – 12 inch diameter piles and replace it with a 12 foot by 330 foot floating dock, a 5 foot x 80 foot aluminum gangway, and a 24 foot x 20 foot gangway float anchored by a total of twelve – 24 inch diameter steel piles. This work would occur at and below the mean high water mark (MHWM, +7.6 feet above the mean low low water mark of 0 feet elevation) of Near Island Channel, which is a navigable water of the United States (U.S.). While work is conducted in the water, anchored barges would be used to stage construction materials and equipment. Please contact Katherine A.   • POA-2016-346, Sagavanirktok River

    Expiration date: 9/1/2016

    PURPOSE: The Alaska Department of Transportation & Public Facilities' stated purpose is to discharge fill into waters of the United States (U.S.), including wetlands, to rehabilitate, restore, and resurface a 17-mile segment of the Dalton Highway between MP 362 – 379. PROPOSED WORK: The applicant proposes to discharge approximately 340, 00 cubic yards (cy) of fill material into 74.75 acres of waters of the U.S. to conduct road improvements to the Dalton Highway MP 362-379 and develop two gravel pits. The proposed work also includes temporary impacts to 70.56 acres of wetlands and the discharge of fill into 38 acres of the Sagavanirktok River for the development of a material site. All work would be performed in accordance with the plans (sheets 1-63), dated May 2016.   • POA-1995-807-M5, Tongass Narrows

    Expiration date: 8/23/2016

    The Great Alaskan Lumberjack Show's stated purpose is to stabilize the existing sheet pile wall, which is in poor condition and has had structural failures at several locations along its length. A failure of the sheet pile wall would endanger the public, property, and waterway. Another element of the proposed project is to allow for public access to the waterfront. Remove a portion of the existing, failing sheet pile wall along the east edge of Thomas Basin, and place clean shot and armor rock below the High Tide Line (HTL) in order to stabilize the lower portion of the sheet pile. Up to 445 feet of the sheet pile would be cut 4.5 feet above the finished grade of the proposed berm at low tide, when the area is dewatered. Prior to the removal of the upper portion of the sheet pile, the existing fill would be excavated to relieve pressure on the wall, with the sheet pile acting as erosion and sediment control. No fill would be allowed to enter the water. The placement of rock would start at +9-foot Mean Low Lower Water (MLLW) and would extend into Thomas Basin with a 1:1.5 ratio slope to reach the existing mudline. The maximum seaward extension of the rock at the bottom would be 35 feet. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated July 7, 2016.   • POA-2016-313, Port Bagial

    Expiration date: 8/22/2016

    Mr. Patrick Murphy's applicant’s stated purpose is to discharge fill onto tidelands to extend a residential building pad. Proposed project involves discharging 60 cubic yards of clean, unclassified fill onto 1,050 square feet of tidelands in Port Bagial, a water of the U.S., to extend a residential building pad. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated July 15, 2016. The project site is located within Section 8, T. 74 S., R. 81 E., Copper River Meridian; USGS Quad Map Craig B-4; Latitude 55.4742º N., Longitude 133.1284º W.;Turn onto Port St. Nicholas Rd. from Craig/Klawock Highway, in Craig, Alaska. Directions: Proceed 1/3 mile to Elizabeth Court (gravel cul-de-sac on the right). Turn right, last property on the left.   • POA-1989-324-M8, Dutch Harbor

    Expiration date: 8/18/2016

    City of Unalaska's stated purpose is to provide additional storage capacity for port-related activities by constructing a fill pad adjacent to the UMC. There are very few flat upland areas in Dutch Harbor, so the project would provide much needed space to improve safety and efficiency of shipping and handling of cargo near existing dock facilities. City of Unalaska's proposes to discharge 37,500 cubic yards (cy) of shot rock and 8,400 cy of armor rock into 2.7 acres below the high tide line ((HTL, approximate elevation +6.7’ above the 0.0 foot contour) and mean high water mark (MHWM, approximate elevation +3.3’ above the 0.0 foot contour) of Dutch Harbor, a navigable water of the U.S. for the construction of a fill pad to increase the storage capacity of the UMC. The fill would be discharged in three phases (see table on Sheet 2 of 3). All work would be performed in accordance with the enclosed plan (sheets 1-3), dated May 18, 2016.
