ASRC Marine Support, LLC's stated purpose is to ensure structural integrity of the Rig Tenders Dock during loading and unloading of moored vessels. The project site is located within Section 21, T. 7 N., R. 12 W., Seward Meridian; USGS Quad Map AK-Kenai C-4; Latitude 60.686823º N., Longitude 151.394527º W.; 55525 Rig Tenders Dock Road, Nikiski, Alaska. The applicant proposes to conduct maintenance dredging in order to remove up to 12,000 cubic yards (CY) of sand and gravel bottom substrate annually from a 2.9 acre area below the mean high water mark (MHWM, 19.7 feet above the mean lower low water mark of 0 feet elevation) of the Cook Inlet, a navigable water of the United States (U.S.). The dredging would be conducted using either a bulldozer, a crane, an end loader, or an excavator, and a truck. Material would be removed down to 10 feet below the mean lower low water mark. Dredging would occur at any time of the year. All dredging would occur while the tide is out and the area is dewatered. Dredged material may be temporarily stockpiled below the high tide line (HTL, 26.3 feet above mean lower low water elevation) during dredging activities; all stockpiled material would be removed from below the HTL before the area is inundated by the tide. All dredged material would be temporarily stored in uplands and water from the dredged material would be allowed to percolate into the ground. No return water would enter the Cook Inlet. The dredged material would be used for routine construction and site maintenance on the upland portions of the property. No dredged material would be placed back below the high tide line or in other waters of the U.S.. Kathy Shea's (Alaska Department of Transportation and Public Facilities) stated purpose is to improve safety and reliability of aviation facilities, and correct airport deficiencies to comply with current Federal Aviation Administration (FAA) standards. The project site is located at the airport and airport runway within the Village of Aniak, Alaska, Latitude 61.580565º N., Longitude 159.543291º W. PROPOSED WORK: The proposed work includes the placement of approximately 30,800 cubic yards of crushed aggregate fill material into approximately 0.77 acre of Waters of the United States, including wetlands. The applicant proposes to relocate the Village of Aniak runway by approximately 260 feet south of the existing runway, construct new turnaround taxiways to support the new runway, improve drainage and aprons, relocate a portion of the road at the west end of the runway, relocate navigation aids and lighting, vegetation clearing, and extend fencing. Cook Inlet Energy, LLC, stated purpose is to explore for natural gas and oil resources. The project site is located at, over, and below the mean high water mark (MHWM, 20.39 feet above the mean low low water elevation of 0 feet) of Trading Bay, within Section 36, T. 9 N., R. 14 W., Seward Meridian; USGS Quad Map Alaska-Kenai D-5; Latitude 60.820764º N., Longitude 151.690172º W.; approximately 3 miles off-shore in Trading Bay; 65 miles southwest of Anchorage, Alaska. The applicant proposes to conduct exploratory drilling at one new well location utilizing the Spartan 151 jack-up rig (or a similar jack-up rig). In addition to the proposed drilling, other activities that would require a DA authorization include the installation of a 30 inch diameter steel drive pipe, and installation of a subsea production tree and a protective cap. These activities would take place at, over, and below the MHWM of Trading Bay, which is a navigable water of the United States (U.S.). Mr. David Totemoff stated purpose is to provide a stable foundation for the proposed fuel system. The project site is located within Section 5, T. 12 S., R. 8 W., Copper River Meridian; USGS Quad Map AK-CORDOVA D-8; Latitude 60.8624º N., Longitude 146.6787º W.; in Tatitlek, Alaska. Proposed work is to excavate and remove 4.5’ of organic overburden and construct 108’x80’ gravel pad on underlying gravelly silt. A new bulk fuel tank farm consisting of one 11,600-gallon, protected, horizontal, dual product dispensing tanks (7,100 diesel and 4,500 gasoline). This tank will be placed on a gravel pad constructed of imported gravel within a lined, concrete wall containment area. A new drive in fuel transfer area within a secondary curbed concrete containment area. Containment described in (1) and (2) is adjoined and continuous. This area includes a new truck fill header and hose reel dispenser for NVT fleet equipment and vehicles. A new gasoline retail dispenser and spill response connex, adjacent to item (1) New Electrical controls, spill response equipment and regulatory documents as required. Mr. Axel Svenson stated purpose is to maintain alignment of floats and to perform wave attenuation and shore protection. The project site is located within Section 12, T. 74 S., R. 89 E., Copper River Meridian; USGS Quad Map AK-Ketchikan; Latitude 55.4744º N., Longitude 131.8083º W.; in Ketchikan, Alaska. Place two dolphins, each containing three (3) 24-inch diameter galvanized steel piles; place a 200-foot long by 16-inch diameter boom breakwater, held in place with four (4) 500 pound anchors; and place a 14-foot by 10-foot steel ramp landing. Place breakwater boom in front of existing dock, ramp and floats to aid in wave attenuation and shore protection.
