POA-2001-86, Thayer Creek

Kootznoowoo Incorporated (Inc.)'s stated purpose is to build a hydroelectric facility to provide electricity to Angoon. The applicant request authorization for the following work in waters of the United States, including wetlands: 1. Discharge 15,000 cubic yards of clean rock fill material into 0.82 acres below the high tide line (approximate elevation +18.6 feet below the 0.0 foot contour) (HTL) and the mean high water mark (approximate elevation +13 feet below the 0.0 foot contour) (MHW) to construct a marine facility consisting of a barge landing and small boat ramp. 2. Discharge 1,000 cubic yards of rock fill material into 1.2 acres of estuarine and forested wetlands to construct a 0.73 mile long by 16 wide access road. Work would include the installation of 8 culverts below the ordinary high water line within 271 lineal feet stream to provide for cross-drainage. 3. Discharge 1,500 cubic yards of clean rock fill material into 0.46 acres below the HTL and MHW to secure and armor 1,000 linear feet of 4-inch diameter electrical transmission line. 4. Install below the MHW 6.37 miles of 4-inch diameter electrical transmission line on the seafloor between Thayer Creek and the City of Angoon via cable laying barge. 5. Discharge 400 cubic yards of Roller Compacted Concrete into 0.04 acres below the ordinary high water line to construct a 60 feet long by 30 feet wide portion of dam within Thayer Creek. Work would include the temporary diversion of 0.03 acres of Thayer Creek by the construction of a 50 feet long by 30 feet wide super sack cofferdam below the ordinary high water line. Gerald Salazar's stated purpose is to provide access to marine water from the privately owned upland property, and provide parking for boats and recreational equipment. The project site is located within Section 12, T. 74 S., R. 89 E., Copper River Meridian, USGS Quad Map: Ketchikan B-6, Latitude 55.4727º N., Longitude 131.8207º W., 61 Beacon Hill Lane, in Ketchikan, Alaska. Proposed work is to construct a 2,800 square feet deck supported by 43 – 18” concrete piles pinned in place with reinforced steel drilled into bedrock; attached to the deck construct a 10’ wide by 44’long dock leading to a 6’ wide by 70’ long aluminum ramp accessing a 16’ wide by 20’ long float and a 12’ wide by 50’ long mooring float supported by 5 – 18” steel piles (installed with vibratory hammer); construct a 42’ wide by 44’ long boat house and 12’ wide by 46’ long steel ramp supported by 24 – 12” concrete piles drilled and pinned to bedrock; install a 60’ long and a 140’ long floating log breakwaters held in place with 3 rock bolts and 3 – 3,000# anchors attached to 2 - 6’ diameter steel bobbers; retain an existing mooring buoy; and discharge 60 cubic yards of shot rock to level an existing 12’ wide by 75’ long boat ramp and resurface with concrete logs. Mr. Mark Boydston's purpose is to improve reliability and safety for air travel, as defined by FAA, to Kwigillingok, Alaska. The project site is located within Sections 26, 27, 34, & 35, T. 3 S., R. 81 W., Seward Meridian; USGS Quad Map Kuskokwim Bay D-4; Latitude 59.8758º N., Longitude 163.1676º W.; in Kwigillingok, Alaska. The mechanized land clearing of and/or placement of 547,000 cubic yards (cy) of fill material into 128 acres of jurisdictional waters of the U.S., including, wetlands to improve the airport at Kwigillingok. The work would include a lighted runway and safety area expanded to to 3,780’ long x 120’ wide (3850’ x 240’ toe-to-toe), a taxiway expanded to 362.5’ long x 35’ wide, the taxiway safety area would be 79’ wide (362.5’ x 180’ toe-to-toe) with pads for navigational aids, a 374’ long x 300’ wide apron (467’ x 400’ toe-to-toe) which would house two Snow Removal Equipment Buildings (SREBs) - one heated, one unheated, and a parking area, a 528’ long x 90’ wide access road, a 4700’ long x 62’ wide hauling road and a 938’ long x 300’ wide polygonal staging area to import barged surface course material for construction. . NB Tweet and Sons' stated purpose is to conduct placer mining operations for commercial gold recovery. The project site is located within Sections 1 and 12, T. 3 N., R. 30 W., Kateel River Meridian; USGS Quad Map Bendeleben C-6; Latitude 65.6947º N., Longitude -164.8230 W.; near Taylor, Alaska. PROPOSED WORK: Discharge up to 300,000 cubic yards of organic, silt and gravel overburden into approximately 41 acres of wetlands, through mechanical land clearing, reclamation and restoration activities associated with a placer mining operation. Matanuska-Susitna Borough's stated purpose is to “provide flood hazard and erosion protection for the 100-year storm event for the MSB-owned and maintained Yoder Road.” The project site is located within Sections 11 & 14, T. 24 N., R. 04 W., Seward Meridian; USGS Quad Map Talkeetna A-6; Latitude 62.1783º N., Longitude 149.9556º W.; follow the Parks Highway to MP 98.5. Turn right onto the Talkeetna Spur Road. Travel north for approximately 3 miles and turn right onto Yoder Road. Travel east on Yoder Road, the proposed project site is located approximately 2.6 miles down the road where Yoder Road crosses over Montana Creek at the Yoder Road Bridge, near Talkeetna, Alaska. The applicant has proposed extending an existing dike up to 550 linear feet which would impact up to 0.72-acre of jurisdictional waters. A 700-foot, 0.48-acre, dike is currently in place and was constructed in 2012 due to flooding. The impact area of the proposed project would total 1.2-acres. Temporary impacts as a result of construction activities would total 0.91-acre. The total impact would be 2.11-acre. .
