Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Expiration date: 1/19/2017

    Mr. Axel Svenson stated purpose is to maintain alignment of floats and to perform wave attenuation and shore protection. The project site is located within Section 12, T. 74 S., R. 89 E., Copper River Meridian; USGS Quad Map AK-Ketchikan; Latitude 55.4744º N., Longitude 131.8083º W.; in Ketchikan, Alaska. Place two dolphins, each containing three (3) 24-inch diameter galvanized steel piles; place a 200-foot long by 16-inch diameter boom breakwater, held in place with four (4) 500 pound anchors; and place a 14-foot by 10-foot steel ramp landing. Place breakwater boom in front of existing dock, ramp and floats to aid in wave attenuation and shore protection.     Mr. Michael Arno's purpose is to create affordable and reasonably sized mixed use commercial/residential parcels served by municipal services within the City of Homer. The project site is located within Section 14, T. 6 S., R. 13 W., Seward Meridian; USGS Quad Map Seldovia C-4; Latitude 59.6622º N., Longitude 151.4552º W.; Kenai Peninsula Borough (KPB); Phase 1, Commercial Park No. 1 Subdivision; beginning 400 foot south of the intersection of East End Road and Birch Lane, in Homer, Alaska; KPB Parcel # 179-080-29. PROPOSED WORK: The applicant has proposed to excavate 1,730 cubic yards (cy) of native material and discharge 2,329 cy of rock fill into 0.69 acre of wetlands to construct an access road with a 26 foot crest width, and an average base width of 39 foot. An 8-inch diameter water main and a 3-inch diameter sanitary sewer line would be trenched in within the footprint of the proposed road (see Sheet 4 of 4). Additionally, an 18-inch wide utility trench (temporarily impacting 1,002 square foot of wetlands) would be excavated north of Kilokak Lane for underground electrical service, resulting in the temporary discharge of fill material into 2,672 square foot of wetlands through sidecasting. Up to 150 cy of sand and rock would be discharged into the utility trench to support the electrical line installation, with sidecast material returned to the trench. There would be no change in pre-construction contours. Any native fill not utilized in backfilling of trenches or road construction would be removed to an upland location.     Donald and Elizabeth McConachie stated purpose is to build a boat storage facility at ground level with a residence as a second story. The project site is located within Section 25, T. 62 S., R. 83 E., Copper River Meridian; USGS Quad Map Petersburg B-2; Latitude 56.4626º N., Longitude 132.3783º W.; Wrangell Townsite, Block 83, Lot 6C; from airport road continue on to Bennett Street, turn right onto Zimovia Highway, then turn left on to Church Street, continue on to Case Avenue, the property is approximately 1/4-mile down the road on the right side; near Wrangell, Alaska. The applicant proposes to fill a lot and build a boat storage facility for two boats with a residence on the top level. Total fill material placed below the High Tide Line (HTL) would be 1,595 cubic yards that would be placed into a 0.06-acre area. The fill material would consist of small sized rock material and larger rock material for the rip-rap. All of the fill would be clean fill material.     Mr. Alec Venechuk's (City and Borough of Juneau) stated purpose is to allow the Stabler Point Rock Quarry to continue production and provide Juneau with a viable aggregate resource. The project is located within Section 22, T. 40 S., R. 65 E., Copper River Meridian, USGS Map Juneau B-3; at Latitude 58.38470º N., Longitude -134.67155º W.; at the Stabler Point Rock Quarry, in Juneau, Alaska. PROPOSED WORK: The applicant requests authorization for the following work in waters of the U.S. consisting of forested wetlands: Clear standing timber from site using an excavator, then use an excavator, bulldozer, and/or off road truck to place stripped overburden fill material in a stockpile within forested wetlands. Material would be deposited in the stockpile starting from the flat at the top (west side). Material would continue to be placed in layers moving eastwards until the toe approaches the limits of development. Slope would be at angle of repose (1-1/2:2). Stockpiling would continue vertically once the toe has been established and stabilized. The proposed storage area encompasses 1.8 acres, of which 1.0 acres are forested wetlands. All work would be performed in accordance with the enclosed plan (sheets 1-2), dated December 15, 2016.     Ms. Deborah Heebner stated purpose is to expand Milne Point Unit (MPU) Mine Site by 22.37 acres to obtain additional gravel material to meet the need of planned MPU development projects located at the Milne Point Unit Mine Site, within Sections 20 and 29, T. 13 N., R. 11 E., Umiat Meridian; USGS Quad Map Beechey Point B-4; Latitude 70.457219º N., Longitude -149.358822º W.; North Slope Borough, Alaska. The Milne Point Unit Mine Site is proposed to be expanded by a total of approximately 22.37 acres - of which 15.15 acres would be mined (1.6 acres of which is currently utilized as the mine road), 1.32 acres would be utilized for a haul road along the western side of the new north pit expansion, 2.5 acres would be used for overburden storage, and 3.4 acres would provide a buffer around the overburden storage area (1.3 acres of which would be preserved from any impact). The total amount of proposed new impacts to wetlands would be 19.47 acres.
