POA-2016-548, Nenana River

PURPOSE: Usibelli Coal Mine's stated purpose is to develop a material site to provide 12-inch minus gravel for road base construction within the Jumbo Dome Mine blocks 2 through 5; and secondarily to provide space for future expansion of the existing coal stock pile. The project site was previously permitted by the Corps of Engineers in 1999 for the discharge of fill material in 27 acres of wetlands for a proposed coal storage area (Corps of Engineers file number D-970003). PROPOSED WORK: The applicant proposes to discharge dredge or fill material into 8.63 acres of scrub-shrub-emergent wetlands, (445,000 cubic yards), during the mechanical extraction, grading, and stockpiling of gravel at a 13.78 acre site at the existing Poker Flat mine. Access to the site would be from the existing developed land off of River Road. Top soil and vegetation would be temporarily stockpiled on-site and reused in the construction of temporary berms to minimize impact to adjacent wetlands, and to stabilize exposed soil and promote revegetation of the site. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated January 11, 2017.

Mr. Herman Nelson, Sr. (New Koliganek Village Council) stated purpose is to improve access to the new cemetery to allow convenient travel for all residents to a culturally significant location. The project site is located at 59.71847° N., 157.30751° W.; Seward Meridian; USGS Quad Map Dillingham C-4; approximately a third of a mile east of the land fill along Charlie Nelson Road near New Koliganek, Alaska. PROPOSED WORK: The applicant proposes to discharge 1,470 cubic yards of gravel fill into 0.55 acres of tundra wetlands to construct an access road and parking area for the cemetery. The road would be 642 feet long with a 12-foot wide driving surface and 3:1 side slopes. The parking area would be 100 feet by 50 feet. The road would be lined with a geosynthetic fabric and culverts would be installed at two locations to maintain proper drainage. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated January 25, 2017. POA-1995-36, Kotzebue Sound

Mr. Jason Jessup's (City of Kotzebue) stated purpose is “to expand the Kotzebue Landfill to accommodate old, broken down, heavy equipment such as excavators, dump trucks, dozers, asphalt equipment, vehicles, snow machines, four wheelers, and other heavy equipment located throughout core Kotzebue town.” The project site is located at Latitude 66.85284º N., Longitude 162.60892º W.; Kateel River Meridian; USGS Quad Map Kotzebue D-2; on the east side of Air Force Road approximately 2,000 feet south of the intersection of Ted Stevens Way and Air Force Road near Kotzebue, Alaska. PROPOSED WORK: The City of Kotzebue is proposing to install approximately 167,000 square feet of geotextile fabric and discharge up to 15,000 cubic yards of fill into 3.8 acres of tundra wetlands to develop a new storage pad at the city landfill. The fill would come from local borrow sources. The applicant also proposes to install up to 1,000 linear feet of fencing to enclose the pad. Mr. Dan Tadic, City and Borough of Sitka (Department of Public Works) stated purpose is to construct a multipurpose dock that will serve a wide variety of vessels, provide deep water port access to the GPIP, meet modern standards for safety, and promote marine commerce in the region. The project site is located within Section 3, T. 56 S., R. 64 E., Copper River Meridian; USGS Quad Map Sitka A-4; Latitude 57.0463º N., Longitude 135.2290º W.; from the City of Sitka travel east approximately 5.5 miles on Sawmill Creek Road to the Gary Paxton Industrial Park (GPIP), Sitka, Alaska. PROPOSED WORK: The applicant requests authorization for the following work in waters of the United States. 1. Discharge 1,700 cubic yards of clean rock fill material into 0.02 acres below the high tide line (HTL approximate elevation +12.7 feet above the 0.0 foot contour) and the mean high water mark (MHW +9.1 feet above the 0.0 foot contour) to construct an abutment (figure 3 of 5). 2. Install a 250 foot by 74 foot by 19 foot floating dock, a 12 foot by 100 foot small craft float and gangway, and a 90 foot by 25 foot transfer bridge over and below the MHW (figure 3 of 5). 3.Install 12 temporary 30-inch diameter steel piles, over and below the MHW, that would be removed prior to project completion. 4. Permanently install 2- 48-inch vertical piles, and 4- 30-inch batter piles over and below the MHW (figure 5 of 5). 5. Remove up to 280 abandoned creosote treated piles together with 5 dock structures over and below the MHW as funding allows (figures 2 and 3 of 5). Onya Stein's (Alaska Village Electric Cooperative (AVEC)) stated purpose is to provide the AVEC an alternative source of renewable energy. The project site is located approximately 1.2 miles north of Stebbins, Alaska 99671, on the Stebbins-St. Michael Road, at Latitude 63.53355º N., Longitude -162.27726º W. PROPOSED WORK: The AVEC is proposing to place approximately 2,661 cubic yards of structural fill material into 0.53 acre of palustrine wetlands, to develop a wind energy generation facility consisting of a wind turbine with a hub height of 164 feet and rotor diameter of 171 feet, 246 foot access road, and a 0.23 acre wind tower gravel pad.
