Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2015-256-M2

    Expiration date: 3/17/2017

    Kelley Nixon (Hilcorp Alaska, LLC.) stated the purpose is to expand Kalotsa Pad’s gravel footprint to provide room needed to drill more gas development wells and to add necessary additional gas production infrastructure. The project site is located within Section 7, T. 1 S., R. 13 W., Seward Meridian; USGS Quad Map Kenai A-5; Latitude 60.1039º N., Longitude 151.5917º W.; at milepost 130 of the Sterling Highway, near Ninilchik, Alaska. PROPOSED WORK: The applicant is proposing to permanently discharge 15,928 cubic yards (cy) of clean gravel into 1.84 acres of waters of the United States (WOUS), including wetlands, for the construction of the Kalotsa Drill Pad expansion. The proposed drill pad expansion would be 371 feet wide by 319 feet wide by 3 feet high, “L” shaped pad bordering the southeast and southwest edges of the existing pad (see attached drawing 3 of 4), underlain by geogrid material with 2:1 side slopes. The applicant is proposing to conduct the work, if permitted, starting in April 2017. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated January 20, 2017.   • POA-2016-00441

    Expiration date: 4/1/2017

    POA-2016-00441, Beaufort Sea BP Exploration (Alaska) Inc. (BPXA), stated purpose is to perform erosion control activities and necessary maintenance on the existing WDC in order to maintain the facility in a safe and operable condition as originally authorized under USACE permits. The project is located at the existing West Dock Causeway, Latitude 70.38702, Longitude - 148.51575, Umiat Meridian, T12N, R14E, S11,14, and 23, in the Prudhoe Bay unit west of Deadhorse, Alaska. The proposed work is to include: • Replenishing the beaches on the South, Middle and North Legs of WDC within the original footprint of WDC; • Retrieving and replacing damaged gravel bags and installing new ones, as needed, within the original permitted footprint of WDC, along with repairing and replacing the filter fabric beneath the gravel bags as necessary; • Installing a new gravel bag revetment to protect the south flank of Dockhead 2, based on future monitoring. This activity will impact 0.1 or fewer new acres of Waters of the US; • Extending the revetment on the south side of DH3 to the Crowley facilities if warranted by erosion (within the previously permitted footprint in POA-1974-221 dated August 7, 2012); • Placing fill (either dredged material or pit run gravel) on the seafloor adjacent to DH2 to fill scour holes (previously permitted in POA-1974-221-M15). During any given repair, this activity will impact no more than 0.75 acres of Waters of the US within the 3 acre permitted zone. • Repairing and possibly relocating the six groins on the North Leg, including replacing damaged gravel bags and concrete elements, resetting existing concrete elements that have subsided or been displaced, and, if the ability to trap sediment can be improved, relocating any of the groins composed of concrete elements to alternate locations on the North Leg. This activity will not impact any additional area of Waters of the US. • Replacing the anode system at the STP approximately every 5 years (permitted in NN19790293/ Z-1974-0221).   • POA-2006-1753-M2

    Expiration date: 3/15/2017

    Edward and Linda Squibb stated the purpose is to gain access to their private property. The project site is located within Section 9, T. 66 S., R. 78 E., Copper River Meridian; Latitude 56.1607°N., Longitude 133.3447°W.; El Capitan Subdivision, Lot 1; 50 air miles north of Craig, Alaska. PROPOSED WORK: The project involves construction of a 6 foot by 140 foot wood trestle on 16 concrete pillars, a 16 foot by 90 foot wooden decked log float with a 4 foot by 40 foot ramp, two 3,000-pound temporary anchors, two anchor cables tied to rocks, and installation of four pilings to secure the float. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated February 22, 2017.   • POA-2016-115

    Expiration date: 3/28/2017

    Mr. and Ms. Richards stated the purpose is to construct a single family dwelling on the property. The project site is located within Section 8, T. 17 N., R. 1 W., Seward Meridian; USGS Quad Map AK-Anchorage C-7; Latitude 61.5767º N., Longitude 149.4979º W.; Matanuska-Susitna Borough; Parcel Identification #507829, in Wasilla, Alaska. PROPOSED WORK: The applicant is proposing to place up to 4,000 cubic yards of type II clean fill material into 0.81-acre of waters of the U.S., including wetlands in order to construct one 32 foot by 64 foot single family residence and one 40 foot by 100 foot workshop. The additional space would be utilized to construct a green house. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated February 23, 2017.   • POA-2016-98, Glenn Gulch and Lucky Gulch

    Expiration date: 3/28/2017

    PURPOSE: Sphinx Explorations' stated purpose is to economically extract gold. PROPOSED WORK: The permit application is for the discharge of dredged or fill material in approximately 95 acres of wetlands and stream riparian areas during mechanical and hydraulic placer mining activities. Portions of the project site had been mined and reclaimed at Glenn Gulch that involved a capped recirculation pond, sluicing and tailings areas, excavation pit, and wash plant. The proposed mining activities would permanently relocate 2,570 feet of Lucky Gulch, and 1,996 feet of Glenn Gulch and minimize impacts to aquatic resources. The placer mining operation would also include a processing plant and sluicing pads at each site, recirculation and settling ponds, excavation pits, a camp with living quarters, access roads, and exploratory drilling. Reclamation would be on going following completion of mining activities by grading mine spoils and capping of settling ponds to minimize impacts to downstream waters and adjacent wetlands and to promote stabilization mined tailing areas and vegetation growth. All work would be performed in accordance with the enclosed plans (sheets 1-9), dated January 30, 2017. ADDITIONAL INFORMATION: A permit for the discharge of dredge or fill material in Glenn Gulch was issued by the Corps of Engineers dated June 1, 2011, that authorized discharge of fill material into 4.5 acres of stream and riparian area during placer mining activities. The Alaska Department of Natural Resources has an Alaska Permit to Mine Application from applicant (APMA 2286).
