ASRC Civil Construction, LLC's stated purpose is to expand the existing gravel pit to procure enough gravel to support the Golovin Airport Improvement Project. The project site is located at Latitude 64.56243º N., Longitude 163.01172º W.; from the Golovin Airport head north for approximately one mile on Nichols Street and the gravel pit is on the east side of the road near Golovin, Alaska. Excavate a 300 foot by 300 foot area (2.1 acres) in palustrine wetlands at the north end of the gravel pit to extract 30,000 cubic yards (cy) of gravel. The Material would be processed and stockpiled within the pit until hauled to project sites. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated July 11, 2017. POA-2003-1238-M4, Chena Slough

PURPOSE: PBJ Enterprises LLC’s stated purpose is expansion of an existing commercial gravel source to meet existing and projected need for development projects in the greater North Pole area. LOCATION: The project site is located within Section 5, T. 2 S., R. 2 E., Fairbanks Meridian; USGS Quad Map Fairbanks D-1; Latitude 64.7717º N., Longitude 147.3905º W.; Quinnell Subdivision, State Tax Parcel ID Pan 626993, TL -541, North Pole, Alaska PROPOSED WORK: Under permit ID, POA-2003-1238-M2 and POA-2003-1238-M3, the existing access road and manmade lake, (3.4 acres- existing commercial gravel source), was permitted on August 26, 2005 and August 31, 2015, respectively. The proposed project is to expand the existing gravel source area to dredge and stockpile approximately 70,000 cubic yards of material, which would impact 21.2 acres of wetlands. Overburden would be removed and stockpiled to make landscaping soil mix with the remaining overburden used for reclamation. The dredge area would be cleared first, with the eventual development of the entire lot, except for 10’ wide undisturbed buffers on the east and west borders of the lot, and a 200’ wide natural area on the north end of the lot. Overburden removal is planned to start September 1, 2017 with dredging operations to begin April 1, 2018. Expected timeframe for material extraction and stockpiling is 20 years. More detailed information, alternative analysis, and the mining plan are presented on enclosed sheets 1 and 2. All work would be performed in accordance with the enclosed plans, (sheets 1-7), dated 6/19/2017. Note: The Corps of Engineers does not consider a 20 year operation temporary even though the applicant plans to reclaim and naturalize material site after operations are complete. Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision. Isadora Fanning (Alaska Department of Transportation and Public Facilities (ADOT & PF)) stated the purpose is to improve safety and efficiency of the Kiana Airport by bringing the airport to Federal Aviation Administration (FAA) standards for aircraft delivering essential goods and services to the community. The project is located at the Bob Baker Memorial Airport, Latitude 66.9758333, Longitude – 160.4363888, Kateel River Meridian, T18N/19N, R8W/8W, S 4,5,6,8,9 / 31,32 near the community of Kiana, Northwest Arctic Borough, Alaska. The proposal involves various airport improvements, including skewing and lengthening the existing runway and taxiway, expanding the existing apron, resurfacing operational surfaces, and replacing light and navigational aids (NAVAIDs). Gravel will be sourced from a new, offsite gravel pit located approximately 2.8 miles to the northwest of Kiana, and accessed via a proposed permanent gravel road. The proposed work will result in the filling of 113.99 acres of wetlands, of which 92.82 acres of wetlands will be filled permanently and 21.17 acres will be filled temporarily. Total volume of fill is 304,441 cubic yards. Charlie Carpenter (Arctic Slope Telephone Association Cooperative, Inc. (ASTAC)) stated the purpose is to “fill approximately 1.5 acres of wetlands for the construction of a gravel pad. Initially, the gravel pad would be used for equipment and material storage. Ultimately, the pad would be used as the operations center for ASTAC’s Barrow business unit, and include a warehouse (3,600 square foot), crew living quarters (5,000 square foot), and administrative offices and equipment building (3,500 square foot).” The project site is located at Latitude 71.27472º N., Longitude 156.80741º W.; from the Wiley Post-Will Rogers Memorial Airport head west until you reach Apayauk Street, then turn left and follow the road south around the end of the runway for approximately 0.5 miles to Nunavaaq Road and turn right. Continue southwest for approximately 0.5 mile and the project site is on the south side of the road in Barrow, Alaska. The applicant proposes to discharge 7,025 cubic yards of fill into 1.5 acres of palustrine wetlands to construct a gravel pad for an operations center. Brett Nelson (Alaska Department of Transportation and Public Facilities) stated the purpose is to provide improved transportation efficiency and reduce the cost of shipping freight via marine cargo barges to the remote communities of the NAB. The project would construct a road from Kotzebue, Alaska to the Kotzebue Sound near Cape Blossom, an all-season transportation facility and freight staging area, and provide access to a deeper barge landing site. The existing deep draft marine freight vessels serving Kotzebue currently set anchor in 300 feet of water approximately 15 miles from shore, and freight is then lightered by smaller vessels. The proposed project would provide access to a deep water barge landing with no dynamic shoaling. The project site is located near Kotzebue, Alaska, North Arctic Borough (NAB), starting at approximately Latitude 66.8580º N., Longitude 162.6180º W, and ending at approximately Latitude 66.7299º N., Longitude 162.4314º W, Kotzebue Sound, near Cape Blossom.
