Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-1982-9-M7, Kuparuk Industrial Center_PN

    Expiration date: 2/18/2014

    ConocoPhillipps’ stated purpose is to expand the existing Kuparuk Industrial Center (KIC) Pad. CPAI proposes to place 385,000 cubic yards of gravel fill material onto 47.79 acres of jurisdictional tundra wetlands to expand the existing KIC pad to include space for temporary camp additions, a wells chemical building, construction office expansion, construction shops, roads and pads equipment building, wells shop and offices, field services shops, office, and parts storage. A second access road would be installed as part of the project to improve pedestrian and vehicle safety in the northwest area of the pad. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated July 11, 2013.   • POA-2012-328

    Expiration date: 2/18/2014

    DOI – National Park and Preserve AKRO's stated purpose is to repair and realign the existing off-road vehicle trail. Discharge up to 10,000 cubic yards of native soil and gravel into a maximum of 10.4 acres of wetlands and 0.1-acre of waterways. The proposed project would consist of hardening the existing Copper River Trail’s surface, and rerouting the trail to firmer surfaces. Trail hardening would be completed in a variety of methods, depending on specific site conditions. Please contact Roberta K.   • POA-2012-868

    Expiration date: 1/23/2014

    Alaska Department of Transportation & Public Facilities (DOT&PF) stated purpose is to improve safety, reduce maintenance costs, and extend the road’s useful life. Alaska Department of Transportation & Public Facilities (DOT&PF) proposes to discharge 7,295 cubic yards (CY) of material into 2.62 acres of waters of the U.S., including jurisdictional wetlands in order to extend shoulders, improve sight distances, replace cross culverts, improve drainage, and construct a separated pathway between milepost (MP) 3.75 and MP 5.5 of East End Road. The proposed improvements to the culverts would result in the loss of 656 linear feet of stream channel. Please contact Katherine A.   • POA-2012-917

    Expiration date: 1/21/2014

    Brice, Inc stated purpose is to provide material for the Kotzebue Airport and Runway Safety Area improvements, Stage III Project (ADOT&PF No. 63181). The proposed work encompasses the excavation of approximately 140,000 cubic yards of materials from an area of approximately 8.5 acres, of which 7 acres are wetlands. The area would be excavated to a depth of 0.5 to 20 feet below the ground surface. The extracted gravel would be processed on site and hauled to the runway construction areas through an existing road. This road would be widened to 30 feet to accommodate construction and hauling vehicles and would require the permanent fill of 1.1 acres of tundra wetlands (see table 1 and table 2).   • POA-2013-604

    Expiration date: 1/21/2014

    BW Enterprise stated purpose is to construct a marine transfer facility that can be used to offload and stage materials and equipment for the applicant’s construction company. BW Enterprise proposes to discharge 8933 cubic yards (cy) of clean shot rock and 244 cy of stacked rock for the outside wall into 0.5-acre of intertidal waters of the U.S. The project would be constructed from above the High Tide Line outward to the area the stacked rock wall is proposed; the clean shot rock would be dumped, to the greatest extent practicable, when the area is dewatered so that access could continue for the compaction and spreading of the clean shot rock during times of higher water. The final dimensions of the pad would be 104 linear feet on the outer edge of the pad and would be approximately 223 feet long. The applicant states no permanent structures would be constructed on the fill. All work would be performed in accordance with the enclosed plan (sheets 1-2), dated November 2, 2013.
