Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2014-31, Klawock Inlet

    Expiration date: 4/14/2014

    Klawock Heenya Corporation's stated purpose is a five year plan to expand the existing sand and gravel source; the applicant also states that the overburden would be utilized to reclaim the material source in an effort to return the land back to wetland condition type. Klawock Heenya Corporation's proposes a five year plan to excavate 8.5 acres of wetlands to expand the existing sand and gravel source. After the sands and gravels have been excavated, the excavated areas would be back filled with 75,000 cubic yards (CY) of muskeg/overburden and 5,000 CY of clay. An existing man made pond of 2 acres would also be back filled. The excavated areas would be back filled to an elevation that would prevent large ponds from forming. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated January 13, 2014.   • POA-2013-620, Kasaan Bay_PN

    Expiration date: 4/7/2014

    Village of Kasaan (Mr. Sam Thomas)'s stated purpose is to provide developed access to lots within an existing platted subdivision and to improve the standard of existing developed roads. PROPOSED WORK: The Federal Highway Administration (FHWA), in cooperation with the Organized Village of Kasaan proposes to develop and improve six roads within the Kasaan Subdivision and is requesting Department of the Army (DA) authorization to place 9,871 cubic yards (cy) of rock fill material into 3.35 acres of wetlands and 293 cy of material into a 195-square foot section of two intermittent streams. The roads would vary in length and bottom surface width would vary from 35-50-feet wide, which would include roadside ditches and cross drain culverts. Material for the project is located offsite within an upland gravel pit located approximately 5 miles from the subdivision (see sheet 34). Please contact Marcia L.   • 2014-64, Kuskokwim River

    Expiration date: 3/19/2014

    The Knik Construction Co., Inc stated purpose is to improve efficiency and safety on cargo barge operations at the Knik Construction Cargo Yard, also known as the Bethel Yard Dock (BYD). The proposed project would also prevent erosion of the river bank at the beach barge docking area and upland yards. To construct an open-cell steel sheetpile bulkhead along approximately 850 linear feet of the Kuskokwim River shoreline at an average depth of -20 feet Mean Lower Low Water (MLLW). The total length of the sheetpile would be approximately 1,150 linear feet. Approximately 40,000 cubic yards of sand gravel fill and 1,600 cubic yards of riprap armor rock would be placed in 2.9 acres below the High Tide Line (HTL). Sand and gravel would be placed behind the face sheets and the riprap at both ends of the bulkhead.   • POA-2012-557-M1, Sagavanirktok River

    Expiration date: 3/5/2014

    ***PUBLIC NOTICE EXTENSION***On January 27, 2014, the Alaska District Corps of Engineers (Corps) published a Public Notice for Department of the Army (DA) permit number POA-2012-557-M1, Sagavanirktok River, for a DA permit application from Northern Construction & Maintenance, LLC, for the expansion of an existing pad to accommodate storage of equipment and material utilization and staging for construction activities in support of the Prudhoe Bay industry. The project site is located within Section 8, T. 10 N., R. 15 E., Umiat Meridian; USGS Quad Map Beechey Point A-3; Latitude 70.2294º N., Longitude 148.39603º W.; Tract 5, north of Spine Road; in Prudhoe Bay, Alaska. The United States Environmental Protection Agency have requested a 15-day extension to the public notice and the Corps has agreed to do so to allow the agency time to thoroughly review and make substantive comments.   • POA-2014-32, Nenana River

    Expiration date: 3/13/2014

    2/12/14: Toghotthele Corporation’s stated purpose is to provide gravel for projects in the Nenana area, including the Parks Highway MP 163-305 project, the 9th street project in Nenana, and the Totchaket Highway project. The applicant proposes to place 11,000 cubic yards of material into 2.9 acres of palustrine forested wetlands to construct a 3000’ long road to access and develop a gravel pit. The gravel pit material site area is an abandon slough channel (oxbow) of Nenana River that is predominantly uplands. Based on pre-application coordination, the applicant has agreed to limit gravel pit mining operations to upland areas, and maintain a 200’ buffer between the Nenana River and the Oxbow Pit.
