Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2013-50, Yukon River

    Expiration date: 4/19/2013

    The Alaska Department of Transportation and Public Facilities' stated purpose is to extend the existing highway system that currently terminates near Manley Hot Springs, to the Yukon River near Tanana. The project would improve approximately 16.5 miles of existing road and unimproved trail and construct 19.34 miles of new road across undeveloped terrain to provide an all season link to the south bank of the Yukon River near Tanana, Alaska. The project consists of upgrading the last two miles of the existing Tofty Road, as well as an additional 14.5 miles of existing roads and trails that extend past the current terminus of Tofty Road (beginning at approximately mile post 15; the installation of a new bridge at Boulder Creek (#2297), and the construction of 19.34 miles of new road beginning at mile post 29.5. The proposed project also includes the expansion of two existing material sites, the creation of five new material sites, the installation of 3 new fish passage pipes, improvements to drainage, and vegetation clearing. The project terminus is near the Yukon River, above its ordinary high water level, approximately 6 miles upriver from the community of Tanana. No work would be done in the Yukon River.   • POA-2013-115, Norton Sound

    Expiration date: 4/18/2013

    Orion Marine Contractors, Incorporated's stated purpose is to construct a temporary barge landing for the purpose of unloading material and equipment for the Unalakleet erosion control rock revetment project. Construct a temporary barge landing by placing 250 cubic yards of shot rock, obtained from Pit 2 in Unalakleet, into Norton Sound to construct a temporary barge landing. The material will be built up so it is of sufficient size for the barge ramp to lay level, impacting 0.028 acres.   • POA-2013-14_12 Mile Arm

    Mr. Samuel Romey's stated purpose is to construct a seawall made from interlocking, 2’x2’x6’ concrete ecology blocks in order to protect a historic property (the boat shop), which is currently exposed to large waves from southeastern storms.   • POA-2012-876, Tina Lake

    Expiration date: 4/12/2013

    Arcticorp Incorporated's stated purpose is to construct a new snow disposal site. The site would also be used for temporary storage of equipment and materials when space is available during the snow-free season. A potential future use of the project site is a public roadway. The footprint of the proposed project overlaps with the footprint of the West Dowling Road Connection Project sponsored by the Alaska Department of Transportation and Public Facilities (ADOTPF). Planning documents indicate the West Dowling Road project would involve filling the north part of Tina Lake and associated wetlands. At this time the ADOTPF does not own or control the planned roadway across Tina Lake or any property within the footprint of the proposed snow disposal site project. The applicant proposes to discharge approximately 14,100 cubic yards (cy) of clean fill into 1.27 acres of wetlands and 1.62 acres of Tina Lake to extend the property gravel pad and provide additional snow disposal capacity.   • POA-2012-875, Prudhoe Bay

    Expiration date: 3/12/2013

    Spectrum Alaska, LLC's stated purpose is to construct, own, and operate a liquefied natural gas production plant. The applicant proposes the placement of 82,000 cubic yards of clean gravel fill into 10.77 acres of jurisdictional wetlands for the construction of a 800’ x 520’ gravel pad; two driveways, one 50’ x 166’ and the other 50’ x 580’; and a 1,085’ pipeline on 43 VSMs spaced 25’ apart in order to develop a LNG production plant and infrastructure. Gravel for the project will be sourced from a locally authorized pit.
