Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-1988-240, Snake River

    Expiration date: 9/13/2013

    Nome Gold Alaska Corporation’s stated purpose is to mine gold on the un-mined area left behind by the previous mining company. The Propose work: The applicant proposes to discharge approximately 5.4 million (M) cubic yards (cy) of overburden and 1.3 M cy of pay material into approximately 121 acres of wetlands to mine for gold. The area would be mined in two phases. Phase I would excavate the East Airport block, (1.7 M. cy overburden and 400,000 cy of pay material), and Phase II would excavate the West Airport block, (3.7 M. cy overburden and 900,000 cy of pay material).Phase I would be at least 80% completed prior to initiating Phase II.   • POA-2013-322, Pasagshak Bay_PN

    Expiration date: 9/16/2013

    Alaska Aerospace Corporation’s stated purpose is to streamline delivery of incoming aerospace related cargos to the Kodiak Launch Complex and reduce interruption of surface transportation systems and local businesses. Proposed Work is to discharge a total of 19,650 cubic yards of fill materials into a total of 0.71-acre below the High Tide Line (HTL) of Pasagshak Bay in order to construct a fill barge dock and boat launch.   • POA-2009-666, Clarence Strait

    Expiration date: 8/27/2013

    City of Coffman Cove's stated purpose is to construct a road to provide access to the Etolin View subdivision. Proposed work: Place 3,480 cubic yards (CY) of shot rock fill into 1.26 acres of wetlands in order to construct a road in the Etolin View Subdivision. The road would be a total of 5,600 feet long, of which 2,750 feet would be within wetlands. The road would by 20 feet wide, toe-to-toe, and up to 2 feet thick. Please contact Roberta K.   • POA-2013-210, Tongass Narrows

    Expiration date: 8/9/2013

    H and A Development's stated purpose is to stabilize the property from erosion and make it usable for a driftwood log processing facility. Proposed work: Placement of 5,175 cubic yards of fill material (including shot rock, rip rap, and D-1) within 0.16 acres of waters of the U.S. below the High Tide Line (19.4; HTL) of Tongass Narrows. The proposed fill pad is 46-feet by 273-feet (of which 0.16 acres is below the HTL) and would include a seawall in two different locations. The proposed sea wall is 294-foot long by 4-foot wide by 21.5-foot deep on the south end of the project area and 75-foot long by 4-foot wide by 17-foot deep at the north end. The proposed work would also include extending two 18-inch HDPE plastic culverts into Tongass Narrows to convey highway drainage across the proposed industrial development. Please contact Marcia L.   • POA-2013-398, Ugnuravik River

    Expiration date: 9/9/2013

    BP Exploration (Alaska) Inc.'s stated purpose is to expand the gravel pad at H Pad in the Milne Point Unit in order to accommodate drill rig access and movement, as the rigs used for existing well head work are larger than the ones used when the pad was constructed. Proposed work: Expand the existing H Pad in the Milne Point Unit by placing 7,100 cubic yards of clean gravel fill on 0.60 acres of tundra. Tundra travel will not be necessary, as the gravel would be placed while the equipment is working from the existing pad. Gravel will be obtained from previously permitted sources.
