Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • 2012-88, Kuskokwim River

    The Association of Village Council Presidents stated purpose is to upgrade/rehabilitate approximately 1.14 miles of existing gravel roads and construct approximately 0.28 miles of new road as an extension to housing. The proposed project will upgrade/rehabilitate 1.14 miles of existing gravel roads and construct approximately 0.28 miles of new road as an extension to housing. Upgrades follow the existing road alignment for the following routes: 0400-5000 (Mission Road); 0600-0700 (Lagoon Road); 5013 (Kuskokwim Road); 2900, 2800-2700, and 5021 (Airport Road).   • POA-2013-538, Putuligayuk River

    ***PUBLIC NOTICE REVISION*** Aidea's stated purpose is to reduce fuel costs and improve air quality within the Fairbanks North Star Borough (FNSB) by making a supply of liquefied natural gas available on the North Slope of Alaska for overland transportation to the FNSB to meet residential, commercial, and industrial demands. Construct a liquefied natural gas production facility. Construct a liquefied natural gas production facility. The total proposed discharge of fill material into wetlands is now reduced to 14.76 acres from the previous proposal of 14.97 acres, or 0.21 acre less. A proposed increase of 20,350 cubic yards of gravel fill material discharged into wetlands would occur at the new fill location due to the different topography and settling. Fill would be discharged into wetlands for construction of an operations pad that would support infrastructure and operations of a liquefied natural gas facility.   • POA-2013-643, Kuskokwim River

    Lower Kuskokwim School District stated purpose is to construct a state compliant (18 AAC 60) monofill for disposal of inert debris resulting from the demolition of the existing Napaskiak School. The proposed monofill would provide disposal for inert construction debris from the demolition of existing school buildings. The monofill would measure approximately 200 feet by 275 feet (1.3 acres), and be situated entirely in wetlands. The monofill disposal materials would be collected and compacted, and all materials would be covered with a cap consisting of 24 inches of granular and organic silt. The top 6 inches of the cap would be seeded to encourage revegetation. Willow shoots would also be planted at 3 feet on‐center in both directions over the top of the closed monofill. The cap would be constructed of approximately 5,000 CY of granular and organic silt. Project construction is proposed to begin in May 2014 and be completed by December 31, 2016. All work would be performed in accordance with the enclosed sheets (1-4),and plan dated October 28, 2013.   • POA-2013-642, Kuskokwim River

    Lower Kuskokwim School District stated purpose is to replace the Napaskiak School’s existing sewage treatment lagoon with a new facultative lagoon that will provide sufficient treatment capacity based on the future estimated population of students and faculty. Lower Kuskokwim School District proposes to construct a two‐cell sewage treatment lagoon for the treatment of domestic wastewater. The lagoon would measure approximately 120,000 square feet (2.8 acres) in area, and be situated entirely in wetlands. The lagoon would be bounded by berms built in 1‐foot lifts to create 3:1 interior slopes and 4:1 exterior slopes, with a final height 8 feet above the existing grade. This berm height provides a 3‐foot freeboard height above the liquid volume, and a 2‐foot depth for sludge storage, in accordance with the ADEC design criteria. With this geometry, the berm construction would require approximately 17,000 CY of granular silt. Approximately 1 foot of organic silt would cap the exterior slopes to be vegetated for erosion control and bank stability.   • POA-1981-432-M4, Charlie Creek

    ConocoPhillips Alaska Inc. (CPAI) stated purpose is to expand the existing Kuparuk Construction Services (KCS) Pad. CPAI proposes to place 80,000 cubic yards of gravel on 10 acres of jurisdictional tundra wetlands to expand the existing KCS Pad to accommodate continued development and maintenance activities by providing space for bulk chemical tanks, maintenance office buildings, drilling office building, fabrication shop office building, wells tool shop, electrical and instrumentation shop, well house assembly shop, and consolidated warehouse and office buildings. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated July 11, 2013.
