Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Expiration date: 2/18/2014

    David Chaput's stated purpose is to expand the existing pad to accommodate storage of equipment and material utilization and staging for construction activities in support of the Prudhoe Bay industry. PROPOSED WORK: Northern Construction & Maintenance proposes to place 150,000 cubic yards of gravel from a local pit into 15.76 acres of jurisdictional wetlands for the expansion of an existing equipment storage pad. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated January 1, 2014.     Expiration date: 2/24/2014

    The Municipality of Anchorage stated purpose is to develop an access road to public lands; the applicant also states this would be Phase I of a safety corridor that would provide a secondary access to the east side of Glacier Creek. The Municipality of Anchorage proposes to extend Arlberg Avenue 1,400 feet north of the current terminus near the Alyeska Tram. The project would include installation of utilities, including water, sewer, gas, electric, lighting and communications. If the resources are available, the applicant is proposing parking for approximately 20 vehicles at the end of the extension, and is being considered in this review. The project would include a 2 lane road; each lane would be 22 feet wide, a 16-foot wide pedestrian path and a 10-foot wide drainage ditch between the road and the pedestrian path. Total width would be 104-114 feet wide. A total of 8 stream crossings would be required for the project. The crossings would be accomplished with a variety of culverts, ranging from 18-inch diameter to 36-inch diameter round culverts, with two of the crossings (Sheets 10 & 11) using box culverts with simulated in-stream substrate. Excluding the area previously impacted from the existing trail, the project would place 3192 cubic yards (cy) of Type II and 1044 cy of Type IIA, and 171 cy of Pavement, 171 cy of leveling course, 114 cy of base course, 200 cy of Riprap in the ditches, and 4950 cy of unclassified excavation material into 1.77 acres of wetlands and place 641 linear feet of streams in culverts. All work would be performed in accordance with the enclosed plan (sheets 1-11), dated January 7, 2014.   • POA-1982-9-M7, Kuparuk Industrial Center_PN

    Expiration date: 2/18/2014

    ConocoPhillipps’ stated purpose is to expand the existing Kuparuk Industrial Center (KIC) Pad. CPAI proposes to place 385,000 cubic yards of gravel fill material onto 47.79 acres of jurisdictional tundra wetlands to expand the existing KIC pad to include space for temporary camp additions, a wells chemical building, construction office expansion, construction shops, roads and pads equipment building, wells shop and offices, field services shops, office, and parts storage. A second access road would be installed as part of the project to improve pedestrian and vehicle safety in the northwest area of the pad. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated July 11, 2013.     Expiration date: 2/18/2014

    DOI – National Park and Preserve AKRO's stated purpose is to repair and realign the existing off-road vehicle trail. Discharge up to 10,000 cubic yards of native soil and gravel into a maximum of 10.4 acres of wetlands and 0.1-acre of waterways. The proposed project would consist of hardening the existing Copper River Trail’s surface, and rerouting the trail to firmer surfaces. Trail hardening would be completed in a variety of methods, depending on specific site conditions. Please contact Roberta K.
