Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-1992-439, Norton Sound

    Expiration date: 6/6/2016

    Alaska Department of Transportation and Public Facilities (ADOT&PF), Brett Nelson’s stated purpose is to upgrade the runway, taxiway, apron and safety areas to meet current Federal Aviation Administration safety guidelines for the aircraft using the airport. Additional improvements needed at the airport to enhance safety and accessibility include expansion of the apron operational surface and aviation support area, and repair and realignment of the existing airport access road. The project site is located at the St. Michael Airport, which is approximately two miles west of the community of St. Michael, Alaska, at Latitude 63.487º N., Longitude 162.114º W. The proposed work would expand the St. Michael Airport by placing approximately 140,000 cubic yards of fill material into approximately 10.98 acres of tundra palustrine wetlands. The proposed project would use fill material from the Halfway Mountain material site, which is approximately three miles to the Northwest of the airport. The proposed project would be performed in accordance with the enclosed plan (sheets 1-8), dated April 20, 2016.   • POA-2014-109, Zimovia Strait

    Expiration date: 5/18/2016

    *** PUBLIC NOTICE COMMENT EXTENSION ***On April 4, 2016, the Alaska District Corps of Engineers published a Public Notice for Department of the Army (DA) permit application number POA-2014-109, Zimovia Strait, regarding a project proposal from Big Bites Fishing, to, construct a 580’ long causeway/ breakwater with a 10’ wide top and a base that varies in width from 46’ at the high tide line (HTL) and 62’ at the seaward end. The National Marine Fisheries Service has requested a time extension to the Public Notice referenced above. Therefore, the Corps is granting an additional 15 days to submit substantive, site specific comments for this proposal. This Public Notice Revision expires May 18, 2016.All other information contained in the previous notice remains the same.     **PUBLIC NOTICE – COMMENT PERIOD EXTENSION** On November 25, 2015, the Alaska District U.S. Army Corps of Engineers (Corps) published a Public Notice for a DA permit application from Donlin Gold, LLC, for work in waters of the United States. This notice featured a 157-day comment period, ending April 30, 2016. The Corps hereby extends the public comment period to May 31, 2016.     Deadhorse Aviation Center's stated purpose is to construct a gravel pad for storage of construction materials. To discharge 111,206 cubic yards of gravel into 8.5 acres of palustrine wetlands, in an irregularly shaped area.   • POA-2006-312-M4, Cook Inlet

    Expiration date: 5/6/2016

    Furie Operating Alaska, LLC's stated purpose is to continue exploration of the Kitchen Lights Unit to locate energy resources and increase energy security for communities in Southcentral Alaska.The applicant proposes to modify the original authorization as follows: 1. Conduct exploratory drilling at nine new well locations utilizing the Randolph Yost jack-up rig (Yost) through November 2021; 2. Extend the time to complete the previously authorized drilling at KLU well #4 until November 2021; 3. Utilize the Yost instead of the Spartan 151 jack-up rig for exploratory drilling activities authorized in POA-2006-312, POA-2006-312-M1, POA-2006-312-M2, and POA-2006-312-M3;4. Storage of the Yost at one of the following locations during the winter: the Deepwater Dock at the Port of Homer, Alaska; the harbor at Port Graham, Alaska; the OSK dock in Nikiski, Alaska; or the ASRC Energy Services Rig Tenders Dock in Nikiski, Alaska.
