Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2016-20, Nenana River

    Expiration date: 3/30/2016

    PURPOSE: The applicant, Doyon Limited's, stated purpose is to dredge approximately 500 cubic yards (CY) of accumulated sediment and debris from approximately 0.5 acre of the Nenana River, a Section 10 Navigable River, and for the discharge of approximately 200 CY of rip-rap material as part of the construction to utilize barging operations for the movement of equipment and personnel across the Nenana River to access the Totchaket Road as support to construction and drilling operation activities.   • POA-1994-414, Isabella Creek

    Expiration date: 3/28/2016

    PURPOSE: The applicant, the Fairbanks North Star Borough (FNSB) stated purpose is to relieve traffic congestion and improve facilities by providing additional snow removal space as well as new facilities for recycling and cover for the hazardous household waste disposal bins, and allow for grade-separated disposal bins and easier disposal of large items. PROPOSED WORK: Discharge 11,150 cubic yards of gravel and sand, (clean fill material), into 1.45 acres of wetlands to expand the existing Farmer’s Loop West Transfer Station. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated 1/19/2016 and 2/23/2016.   • POA-1998-979-M1 Dutch Harbor

    Expiration date: 3/21/2016

    The applicant’s stated purpose is to provide additional berthing capacity within Dutch Harbor at the Light Cargo Dock (LCD). The LCD currently acts an overflow area for the nearby Unalaska Marine Center (UMC) Dock and also provides berthing space for other commercial and private users. The applicant proposes to expand the existing LCD, including: 1) the removal of two existing dolphins and catwalks (six 36-inch diameter steel king piles would be removed with a vibratory hammer, with batter piles cut off at the surface and buried); 2) removal of the existing armor rock between the existing bulkheads; 3) installation of an open cell sheet pile bulkhead backfilled with 5,800 cubic yards (cy) of gravel fill into 0.11 acre of navigable waters of the U.S.; 4) installation of five 36-inch diameter steel fender piles and four 24-inch support piles with an impact hammer [with ten temporary 18-inch diameter steel piles, installed with a vibratory hammer, for support during construction activities]; and, 5) construct a 0.20 acre concrete dock surface over new fill/sheet pile/fender piles. Work would occur over, and below, the high tide line (HTL, approximate elevation +6.7’ above the 0.0 foot contour) and mean high water mark (MHWM, approximate elevation +3.3’ above the 0.0 foot contour) of Dutch Harbor.   • POA-2016-030, Crooked Creek

    Expiration date: 3/4/2016

    The applicant, Mr. Sam Koppenberg's stated purpose is is gold recovery by the use of placer mining. PROPOSED WORK: The applicant’s proposed work is to mine gold from the 66.7 acre project site by using a mobile placer mining system consisting of an eight foot trammel with an eight foot sluice box and a three foot wide oversized conveyer. The project would involve the placement of fill, via mechanized landclearing in 64.7 acres of wetlands. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated December 28, 2015.   • POA-2002-977, Beluga Slough

    Expiration date: 2/12/2016

    The applicant’s stated purpose is to “protect homes and property from erosion and loss, and to restore the gravel berm.” The applicant is proposing to relocate the existing Beluga Slough outlet channel 1000 feet (ft) northwest of the existing channel. The proposed project would require excavation of 2,000 cubic yards (cy) of material from below the mean high water mark (MHWM 17.3 ft) to construct a new outlet for Beluga Slough. Additionally 4,000 cy of material from above the MHWM will be excavated for the construction of the new outlet channel. The new outlet would be 10 ft wide at the base, by 500 ft long, and at the deepest point 8 ft deep with 10 to 1 side slopes at the completion of the construction. The excavation would be conducted during low tides while the project location is dewatered. The 2,200 cy of excavated material from the construction of the outlet would then be used to fill in the existing channel. The existing channel to be filled is 1,000 ft long, 20 ft wide, and 3 ft deep. The remaining 3,800 cy of material that would be excavated would be discharged below the high tide line (HTL 23.4 ft) over an area of 4 acres along the channel to be filled. The material would be smoothed and contoured to match the existing beach configuration. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated January 18, 2015.
