Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Mr. Michael Alfano (Alaska’s Best Water) stated the purpose is to consolidate the facilities of Alaska’s Best Water & Coffee (ABWC) and its recent acquisition, Alaska Pure Water, at a single location that provides sufficient size to house the entire operation, has ready access to major transportation corridors, is in a central location, and zoned for industrial use. The project site is located within Section 1, T. 12 N., R. 4 W., Seward Meridian; USGS Quad Anchorage A-8; Latitude 61.1603º N., Longitude 149.9150º W.; Tract A-1, Block 1, Industrial Park 6800; Parcel Number 012-581-17-000; in Anchorage, Alaska. PROPOSED WORK: The proposed project would excavate 11,374 cubic yards of wetlands, including grubbing of 2,274 cubic yards of surface organics, vegetation, and underlying peat; and discharge 18,200 cubic yards of classified structural fill (well-graded sand and gravel) on 1.41 acres of wetlands to create a pad. The pad would be for the construction of a 25,352 square foot office and warehouse building, an 8,000 square foot future store expansion area, 3,000 square foot open storage area, driveway access from Alaska’s Best Place and Ressell Avenue, parking for customers and delivery trucks and areas designated for stormwater management and vegetation screening. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated July 5, 2017.   • POA-2013-286, Tok River, APMA 2626

    Expiration date: 8/8/2017

    Peak Gold, LLC's stated purpose is to define the potential extent of mineralization and associated economic value of that mineralization, on lands predominantly owned by the Tetlin Tribal Council. The duration of the project is dependent on drilling results and delineation of economic mineral resources and is anticipated to continue for about 5 years. LOCATION: The project site is located within Section 7, T. 16 N., R. 13 E., Copper River Meridian; USGS Quad Map Tanacross A-4; Latitude 63.18259º N., Longitude 142.8923º W.; near Tok, Alaska. PROPOSED WORK: Discharge of fill material into approximately 5 acres of scrub-shrub and wetlands for the construction of permanent and temporary access roads and drill pads for mineral exploration. The project boundary encompasses over 32,000 acres with about 76 percent of the areas classified as uplands; the majority of wetlands occurring in valley bottoms or north-facing slopes with permafrost. The majority of the drilling areas are proposed in uplands. Some drilling pads would require access through wetlands typically on north-facing slopes. Construction of access roads and drill pads in wetlands would be done during the winter months to minimize disturbance. Generally, reclamation on wetland sites would be initiated immediately following exploration drilling and the ground is still frozen. All work would be performed in accordance with the enclosed plan (sheets 1-8), dated June 22, 2017.     Mr. Jesse Passin (Mega Trucking, LLC) stated the purpose is to provide gravel for retail sale in the Valdez area. The project site is located within Section 11, T. 9 S., R. 6 W., Copper River Meridian; Latitude 61.1075º N., Longitude 146.2338º W.; from intersection of Airport Road and Richardson Highway approximately 3.6 miles from New Valdez post office, go east on Richardson Highway 1.8 miles just past the Valdez Glacier Stream bridge, south side of the road, in Valdez, Alaska. PROPOSED WORK: The proposed project involves excavating native sand and gravel from the mouth of Valdez Glacier Stream and processing into finer material using a screen plant and crusher. A short haul road would be maintained between excavation site and the stockpile site. Approximately 200,000 cubic yards of gravel would be excavated over five years, and a total of 60,000 cubic yards of material would be discharged into Waters of the U.S. (WOUS) to build a dike and berms, dispose of oversized material, and to aid in reclamation. A total of 7.5 acres of WOUS would be impacted. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated July 7, 2017.     APPLICANT: Mr. Kyle Petersen, Bristol Engineering Services Corporation, 111 W. 16th Avenue, Third Floor, Anchorage, Alaska 99501, 907-743-9349, kpetersen@bristol-companies.com PURPOSE: The applicant’s stated purpose is to construct a new sewage lagoon and decommission the existing lagoon. LOCATION: The project site is located within Section 20, T. 3 S., R. 37 W., Kateel Meridian; USGS Quad Map Teller A-3; Latitude 65.2149º N., Longitude 166.32001º W.; south of Teller, Alaska. PROPOSED WORK: The proposed project would place 9,050 cubic yards (cy) of fill material into 1.49 acres of palustrine emergent wetlands to construct a new sewage lagoon and an access road. Mechanized land clearing and placement of 4,680 cy would occur in 1.16 acres of wetlands for the construction of the lagoon and 4,370 cy of fill would be placed into 0.0.33 acre for the construction of the new access road. A fence will be installed at the edges of the berm around the lagoon. Work is expected to start as soon as permits are in place and be completed by October 2017. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated June 29, 2017.
