Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2017-266

    Expiration date: 8/8/2017

    Mr. Robert Griggs (Creative Development, Inc.) stated the purpose is to provide single family residential housing within the City and Borough of Juneau. The project site is located within Section 27, T. 41 S., R. 67 E., Copper River Meridian; USGS Quad Map Juneau B-2; Latitude 58.28660º N., Longitude -134.43038º W.; on Douglas Island in Juneau, Alaska. The applicant is proposing to develop a 10.5 acre parcel into Merritt Subdivision consisting of 13 lots and houses. The work would include the excavation and grading of 13 lots, road, and driveways as well as the placement of fill material to construct the house pads, road, and driveways. Overall the work would result in the placement of fill into 2.78 acres of wetlands consisting of 0.53 acres of palustrine scrub shrub wetlands, 0.31 acres of palustrine emergent wetlands, and 1.94 acres of palustrine forested wetlands. Additionally the project would result in the rerouting of 1,881 linear feet of streams, the loss of 183 linear feet of perennial streams, and the installation of 6 culverts into 250 linear feet of streams. All work would be performed in accordance with the enclosed plan (sheets 1-10), dated July, 2017.   • POA-2017-348, Chena Slough

    Expiration date: 8/21/2017

    PURPOSE: Richard J. Eide's stated purpose is to construct a gravel access road and runway pad to be used for seasonal, powered paragliding. LOCATION: The project site is located within Section 23, T. 1 S., R. 1 E., Fairbanks Meridian; USGS Quad Map Fairbanks D-1; Latitude 64.8060º N., Longitude 147.4860º W.; Blueberry Acres Subdivision, Parcel Number 13; near North Pole, Alask PROPOSED WORK: The applicant proposes to hand clear and place approximately 3,335 cubic yards (cy) of gravel fill into approximately 2.0 acres of wetlands for the construction of an access road and runway pad. The proposed work plans call for the hand clearing and discharge of fill for the construction of a 600 feet x 12 feet access road consisting of approximately 0.17 acre linking the property to Bradway Road. Once completed, plans call for the construction of a 528 feet x 165 feet runway consisting of approximately 1.9 acres, which will be used as a powered paragliding take-off / landing area. A 120 feet vegetated buffer would remain between the project area and Bradway Road. All work would be performed in accordance with the enclosed plan sheets (sheets 1-4), dated June 21, 2017. Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.     Lt. Col. Jeremiah Hammill (United States Air Force (USAF)) stated the purpose is to repair the seawall at Cape Lisburne Long Range Radar Site (LRRS) to allow for safe aircraft operating conditions during takeoff and landing. The project site is located within Section 34-36, T. 6 S., R. 60 W., Umiat Meridian; USGS Quad Map Point Hope D-2; Latitude 68.87355º N., Longitude 166.11225º W.; approximately 40 miles northeast of Point Hope, Alaska. The applicant proposes to discharge 100,000-160,000 cubic yards (cy) of fill material into a 9.4 acre area below mean high water (MHW) during the reinforcement of a seawall protecting a remote airstrip. The material discharged below MHW would consist of smaller rock, sand, and gravel removed from the seawall. The project is anticipated to last a duration of three years, inclusive of both elements of the project (quarry rock extraction operations and the actual seawall repair).     Expiration date: 8/14/2017

    Ms. Dunham (Harvest Alaska, LLC) stated the purpose is to construct a new oil pipeline to move crude oil from the west side of Cook Inlet to the east side via pipeline. The project site is located within Sections 21 – 26 and 28, T. 11 N., R. 12 W., Seward Meridian; USGS Quad Map Tyonek A-4; Latitude 61.0210º N., Longitude 151.3784º W.; near Tyonek, Alaska. PROPOSED WORK: The applicant is proposing to discharge 11,400 cubic yards (cy) of native material into 2.94 acres of wetlands for the construction of 9,300 linear feet of pipeline in waters of the US, including wetlands. The proposed trench would be 13.75 feet wide and up to 6 feet deep. The material excavated from the trench would be temporarily side cast onto frozen ground (work is proposed to be conducted during the winter), and returned to the trench, once the 10 inch diameter pipeline and fiber optic cable are installed. The proposed project would consist of trenching, side casting, and backfilling of the trench during the winter. All impacts to waters of the US, including wetlands would be temporary in nature. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated June 20, 2017.     Ethan Berto stated the purpose is to provide a pad for the construction of a residential dwelling. The project site is located within Section 33, T. 76 S., R. 91 E., Copper River Meridian; USGS Quad Map Ketchikan B-5; Latitude 55.3039º N., Longitude 131.5623º W.; proceed south from the Ketchikan Airport on the Tongass Highway seven miles to the project site; near Ketchikan, Alaska. PROPOSED WORK: Construct a 2,325 square-foot (0.05-acre), roughly 86-foot by 67-foot, fill pad below the high tide line that would consist of 630 cubic yards of shot rock and 60 cubic yards of rip rap.
