Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    The Alaska Department of Transportation and Public Facilities (Alaska DOT&PF) stated the purpose is to provide increased recreational and subsistence opportunities on Baranof Island within National Forest System (NFS) lands of the Tongass National Forest, Sitka Ranger District, land access to Native Corporation (Shee Atiká and Sealaska) lands by shareholders, and opportunity for development of new material sources on State, Federal, and Native Corporation lands. The project site is located within Section 25, T. 54 S., R. 63 E., Copper River Meridian; USGS Quad Map Sitka A-4 and A-5; Latitude 57.155258º N., Longitude 135.330064º W.; proposed project begins at the terminus of Halibut Point Road, near Sitka, Alaska. The project is located within the Tongass National Forest. The applicant requests authorization for the following work in waters of the United States: 1. The discharge 59,849 cubic yards of sand, gravel, rock, and concrete fill material into 5.2 acres of palustrine wetlands for the construction of 9.3 miles of new road and the reconditioning of 2.2 miles of existing National Forest Road; 2. The discharge of 1,540 cubic yards of riprap, sand, gravel, rock, and concrete fill material into 1.17 acres below the Ordinary High Water Mark of riverine waters for the installation of 248 corrugated aluminum pipe (CAP) culverts ranging in diameter from 2 to 12 feet, 5 Structural Pipe Arches (SPA) culverts with spans ranging from 6 feet to 26 feet, 14 Structural Plate Pipe Arch (SPPA) culverts with spans ranging from 6 feet 8 inches to 19 feet 6 inches, and 3 bridges consisting of pre‐engineered structures with spans of approximately 66, 120, and 150 feet; 3. The mechanical land clearing of 1.06 acres of plaustrine wetlands. All work would be performed in accordance with the enclosed plan (sheets 1-44), dated December 11, 2017.
