Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2018-150, Moose Creek

    Expiration date: 6/30/2018

    PURPOSE: The applicant, the United States Army Garrison (USAG), Fort Wainwright, Department of Public Works (DPW), Mr. Tim Sponseller's stated purpose is to expand the existing Bravo Battery Gravel Pit to meet anticipated needs for gravel and to construct a sediment retention berm downslope of the gravel pit. LOCATION: The project site is located at Fairbanks Meridian; USGS Quad Map Fairbanks D-1; Latitude 64.6768º N., Longitude 146.7624º W.; Yukon Training area at Eielson Air Force Base, Alaska. PROPOSED WORK: The applicant proposes the discharge of fill material in 2.3 acres of wetlands for the expansion of the Bravo Battery Gravel Pit to include removal of the north wall, mechanized land clearing, and construction of a 600-foot long by 20-foot wide by 10-foot tall sediment retention berm downslope of the existing gravel pit. The sediment retention berm would be built using topsoil and woody materials from the land clearing area. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated 2/16/2018, 2/22/2018 and May 8, 2018.     Expiration date: 5/31/2018

    Elizabeth Wassillie, with the Traditional Council of Togiak, Post Office Box 310, Togiak, Alaska 99678, states that the project purpose is to construct a new roadway to the Togiak School. Work being proposed is to discharge 68,500 cubic yards of fill over 4.61 acres to construct a 5280 linear foot long 38 foot wide roadway. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated April 19, 2018.     Expiration date: 6/8/2018

    Wilmer Beetus, with the city of Hughes, 907-889-2206, tnicholia62@gmail.com, P.O. Box 45010, Hughes, Alaska 99745, states that the purpose of the project is to replace the failed existing community septic drainfield/leachfield and lime and fill the existing temporary emergency sewer drain trench. Work being proposed is extracting up to 5000 cubic yards of sandy gravel from an existing material source on the Koyukuk River gravel bar to the west of and adjacent to the Hughes Airport runway. Material would be scraped off the top of the gravel bar by dozer to obtain gravels with low fines content. Gravel would be pushed into piles, then loader will lift material into dump truck for transport to the construction site within the community of Hughes. Excavation is proposed to be done entirely on the gravel bar at a time of low river water and will be shallow over about five (5) acres. No equipment, materials, or work would occur in the flowing water of the channel or below the water line. A drainage channel would be constructed on the downstream side of the gravel pit from the low point of the pit to the active river channel to avoid fish entrapment. No construction or fuel storage/refueling would occur on the gravel bar. Access would be via existing roads and along the north end and west sides of the runway. All work would be performed in accordance with the enclosed plan (sheet 1), dated February 2018. The project site is located within Section 5, T. 7 N., R. 22 E., Kateel River Meridian; Latitude 66.0383º N., Longitude 154.2700º W.; ADL 240278; on the east bank of the Koyukuk River adjacent to the Hughes Airport (HUS) runway, in Hughes, Alaska.     Expiration date: 5/21/2018

    Mr. Steve Seley's Stated purpose is to allow safe passage around existing structures and/or properties not owned or leased by the applicant, with barges that have been extracted from the waterway for repairs and/or storage. This is to allow repairs and/or storage to be conducted on property owned by the applicant. Work being proposed includes Discharge of 1,950-cubic yards of shot rock and armor rock below mean high water in Mud Bay, place 220-cubic yards of clean shot rock and armor rock above mean high water as well as install a 24 inch by 20 foot section of culvert pipe to extend an existing ground water drainage pipe. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated April 27, 2018.     Expiration date: 6/13/2018

    PURPOSE: The applicant, Jessica Hoholik's stated purpose is to create grazing land for livestock. LOCATION: The project site is located within Section 6, T. 25 S., R. 2 E., Fairbanks Meridian; Latitude 64.7651º N., Longitude 147.4167º W.; TL-629. 2373 Keeney Road, North Pole, Alaska. PROPOSED WORK: Discharge 300,000 cubic yards of clean gravel fill into 6 acres of wetlands. All work would be performed in accordance with enclosed plans (sheets 1-3), dated May 8, 2018. ADDITIONAL INFORMATION: APPLICANT PROPOSED MITIGATION: The applicant proposes the following mitigation measures to avoid, minimize, and compensate for impacts to waters of the United States from activities involving discharges of dredged or fill material. The project would remain naturally vegetated as grassland, and lowland drainage area would be maintained to allow for appropriate runoff of waters. The lowland drainage area would be grubbed, but shaped and revegetated to maintain existing direction of flow and water storage capacity. No compensatory mitigation is proposed. All comments should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.
