Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2019-00306, Turnagain Arm

    Expiration date: 7/17/2019

    PURPOSE: The applicant, the United States Forest Service, Glacier Ranger District's stated project purpose is to provide recreational access between the Seward Highway right-of-way and undeveloped upland areas of the Chugach National Forest. This trail spur would later connect to the proposed Twentymile Valley segment of the Iditarod National Historic Trail. The project would also provide off-road vehicle access to private inholding properties within the Chugach National Forest. LOCATION: The project site is located within Section 5, T. 8N., R. 3E., Seward Meridian; Latitude 60.8568 º N., Longitude 149.0015º W.; near Girdwood, Alaska. PROPOSED WORK: The project would result in discharges of fill material into a total of 1.42 acres of wetlands adjacent to the Turnagain Arm of the Cook Inlet. The proposed discharges would be for the construction the Twentymile Trail Spur Project. This project would consist of a 0.5-mile-long universally accessible paved trail and associated trailhead parking. The trail would connect uplands within the Chugach National Forest east of the Alaska Railroad Corporation’s tracks with the Seward Highway. The trail would have an 8-foot wide paved surface, 2-foot wide gravel shoulders and 3:1 side slopes. The trailhead parking area would provide space for six vehicles. The trail would be designed to accommodate off-road vehicle access to private inholding properties within the Chugach National Forest. The trail would cross the Alaska Railroad Corporation tracks at a designated crossing point identified by the Railroad Corporation. All work would be performed in accordance with the enclosed sheets labeled POA-2019-00306, Pages 1 - 3.

  • POA-2013-00541, Campbell Creek

    Expiration date: 6/28/2019

    Leonard Hyde, with 100th & C Street, LLC, 813 D Street, Suite 200, Anchorage, Alaska 99501, states that the project purpose is to construct a new commercial retail center. Work being proposed includes, to discharge approximately 484,000 cubic yards of fill material into 19.94 acres of wetlands during the construction of The Outlets of Alaska, a commercial outlet mall. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated June 2019. The project site is located within Section 18, T. 12 N, R. 3 W., Seward Meridian; USGS Quad Map Anchorage A-8; Latitude 61.1285º N., Longitude -149.8894º W.; in Anchorage, Alaska.   • POA-2018-00199, Kotzebue Sound

    Expiration date: 7/10/2019

    PURPOSE: The applicant, Crowley Fuels, LLC' stated purpose is to stated purpose is to repair and improve access to an existing docking facility. LOCATION: The project site is located within Section 3, T. 17 N., R. 18 W., Kateel River Meridian; USGS Quad Map Kotzebue D-2; Latitude 66.9038º N., Longitude 162.5841º W.; in Kotzebue, Alaska. PROPOSED WORK: The applicant has proposed to discharge 12,400 cubic yards of fill into 0.6-acre of sub-tidal marine waters to expand an existing docking facility. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated May 21, 2019.   • POA-2019-00277, Women’s Bay

    Expiration date: 7/10/2019

    Mr. Don Reid, with Alaska Marine Lines, P.O. Box 24348, Seattle, Washington 98124, states that the project purpose is to construct a barge docking and landing craft docking facility. Work being proposed includes to discharge up to 87,000 cubic yards of shot rock and 1,000 cubic yards of armor rock for the construction of a 4.3-acre two open-cell steel sheet pile walls for docking, a 190-foot x 20-foot landing craft docking ramp, an upland abutment for the cargo transfer ramp, and commercial cargo staging and operating area, all below the high tide line (11.5 feet above the 0 foot contour) in Women’s Bay, a navigable water of the U.S. The project site is located within Sections 21 and 28, T. 28 S., R. 20 W., Seward Meridian; USGS Quad Map Kodiak D-2; Latitude 57.7274º N., Longitude 152.5308º W.; 7205 Rezanof Drive West, in Kodiak, Alaska.   • POA-2019-00209, Kuskokwim River

    Expiration date: 6/21/2019

    Melvin Andrew of the Native Village of Napakiak, P.O. Box 34069, Napakiak, AK 99634, states that the purpose of this project is that recent erosion has destroyed Napakiak’s only hovercraft, private boat, and barge landing, and that these facilities are critical for health, safety, and economic well-being of residents. The work being proposed includes re-grading the community’s existing barge landing along the bank of the Kuskokwim River, as well as construct a private boat and hovercraft landing at one of two alternative sites along Johnson Slough. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated April 15, 2019 and May 14, 2019. The project site is located at Latitude 60.697811º N., Longitude 161.999359º W.; in the Native Village of Napakiak, Alaska.
