    Mr. Perin states, the projects purpose is to increase the stable building area on the lot to construct a residential home, parking area and yard. Work being proposed, is to place 242 cubic yards (CY) of econo blocks (pre-made interlocking blocks that are uniform in width, length and height) into 0.02 acres to construct a concrete block wall and behind the wall place 3,056 CY of clean shot rock into 0.25 acres below the high tide line (HTL). Work is expected to take between six and eight months starting in Spring 2021. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated April 2021. Mr. Perin is also proposing to install a wastewater outfall, which will likely be reviewed under a Nationwide 7 (Outfall Structures and Associated Intake Structures) once a complete application is received.   • POA-2006-00153-M1, Unnamed Tributary to Kachemak Bay_PN

    Tom Stafford, with TL Investments LLC., states the projects purpose is to provide 44 affordable residential parcels within the City of Homer’s rural residential zoning district adjacent to existing roads and existing water and sewer services. Work being proposed is the discharge of 8,869 cubic yards (CY) of granular fill into 2.442 acres of wetlands to construct roadways, driveways and building pads to complete construction of the Foothills Subdivision. Roadway construction would include 24-foot crest width (Tajen Lane) and 26-foot crest width (Eric Lane) roads, with a variable base width dependent upon topography (see Sheets 4-6). Wetland impacts due to driveway and building limits for each lot are shown on Sheet 4. Additionally, there would be 9,600 square foot of temporary impacts (temporary sidecast) for the installation of water and sewer lines within the road right-of-ways and between road right-of ways and building pads. All temporary impact areas would be returned to pre-construction contours. All work would be performed in accordance with the enclosed plan (sheets 1-8), dated March 3, 2021.     Mr. David Russell and Ms. Melissa Hantke, states the projects purpose is to provide dock access and electricity for a residence on Whale Island. Work being proposed is to: 1) discharge up to 250 cubic yards of concrete blocks and washed rock into no more than 1,500 square feet below the High Tide Line (HTL), (+12.7 feet above Mean Lower Low Water (MLLW)) and below the Ordinary High Water Mark (OHWM), (+9.1 feet above MLLW) of Sitka Sound, a navigable water of the U.S., for the purpose of constructing a breakwater between Whale Island and the McClellan Group; 2) construct a 30x20-foot floating dock anchored by three, 1,000-pound anchors and two, 3-pile dolphins with 12-inch steel piles at the end of a 6x90-foot gangway originating from a 25x25-foot platform atop four, 12-inch steel pilings pinned into the bedrock by 4x4x4-foot footings below the OHWM of Sitka Sound, for the purpose of creating safe moorage and access to Whale Island; and, 3) install 1,270 linear feet of underwater power cable below the OHWM of Sitka Sound from an existing transformer on Bamdoroshni Island to the 25x25-foot platform for the purpose of providing power to a planned residence on Whale Island.   • POA-2021-00096, Johnson Slough

    Lower Kuskokwim School District, states the project purpose is to construct a new school site outside the projected 50-year erosion limit in Napakiak. The work being proposed is to discharge approximately 14,350 cubic yards of dredged and or fill material into a total of up to 5.76-acres of palustrine wetlands to construct a school site foundation pad, sewage lagoon site pad and waste pipe, and a small road extension. Approximately 4.2-acres would be permanently impacted. The school site pad (2.0-acres) would be constructed adjacent to the recently completed parking area. The pad would provide a foundation for a school building, additional parking, snow storage, water well, 100,000-gallon water storage tank and water treatment building, elevated play deck, and bulk fuel storage. Prior to construction, a 2.1-acre area would be grubbed and cleared of vegetation to prepare the surface. Overburden would be hauled to uplands for disposal. Grubbed organic soil and silt would be placed on the 3(H):1(V) side slopes and seeded for final stabilization. Construct a 1.67-acre sewage lagoon consisting of two insulated and geofabric lined cells approximately 800-feet southwest of the school pad. A 10-foot tall berm would be built around the cells, and a 3-foot freeboard would be installed over the cells’ edges. Grubbed organic soil and silt would be placed on the 3(H):1(V) side slopes and seeded for final stabilization. Construct a 1,000-foot long discharge pipe (20-inch diameter) on helical piles and/or timber supports between the lagoon and the school. Also, construct a 300-foot long gravity outfall pipe on helical piles and/or timber supports between the sewage lagoon and Johnson Slough to the northwest. Construction staging and material laydown would occur on an existing gravel pad on Mission Street. Fill material would be obtained from a previously permitted material site. All work would be performed in accordance with the enclosed plan (sheets 1-7), dated February 2021. The project site is located at Latitude 60.69640º N., Longitude 162.00211º W.; near the west end of the recently extended section of Mission Street in Napakiak, Alaska.     Ray Latchem, with Norgasco, LLC, states the project purposeis to expand their existing pad to provide adequate support of their service area. The work being proposed is the placement of up to 20,000 cubic yards of material into 3.2 acres of palustrine emergent wetlands for the expansion of an existing pad. The final dimensions would be almost a rectangle of 595’ x 399’ x 705’ x 415’ and would surround the existing 2.52 acre pad. The pad would allow for equipment parking, the development of a safe pull through driveway for trucks. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated March 12, 2021.
